The Executive Board conditionally approved the State Route 99, South King to Roy Street Central Waterfront Viaduct Replacement project.
The conditional approval allows the Washington State Department of Transportation to proceed with the final design and construction contract for the deep-bored tunnel, followed by the demolition of the existing viaduct and decommissioning of the Battery Street Tunnel. The Executive Board of the PSRC approved moving forward with the project by 96% yes vote. (Seattle Mayor Mike McGinn and Poulsbo Mayor Becky Erickson were the no votes.) The Executive Board approved revised policy board composition.
Last fall, the Operations Committee was asked by the Executive Board to review the composition of the county and city representatives on both the Transportation Policy Board and Growth Management Policy Board. Over the last several months the Operations Committee has had lengthy discussions on several scenarios. The selected composition scenario increases the policy boards to 17 voting representatives of cities and counties, which adds a representative for Other Cities and Towns in King County.

The Transportation Policy Board continued its discussion on the Transportation 2040 prioritization process.
PSRC is moving forward with the development of a prioritization method to be adopted as part of Transportation 2040. The representative working group guiding this work has been developing and testing a project weighting exercise. The presentation from their meeting is available here.

The Executive Board approved the 2011 Contingency Lists for potential PSRC funding and redistributed $1.8 million of returned Surface Transportation Program funds.
Contingency projects are those that would be funded should any additional funding become available. The lists are available here. Funding has already become available and the Board approved the redistribution of $1.8 million of returned Surface Transportation Program funds for Monroe's East Main/Old Owen Road/US 2 Intersection Improvement project, Everett's Broadway Ave Bridge Replacement project, and Mountlake Terrace's 228th St. SW and Cedar Way Overlay and Re-channelization project.

The Executive Board approved the 2011 adjustment of Federal Transit Administration funds in the Transportation Improvement Program.
Overall, regional funding was higher than anticipated, however due to updated allocation factors from the Federal Transit Administration, some agencies' final funding allocations increased, while some were smaller than predicted. This process is proceeding on an accelerated timeframe to get the funding out to projects as soon as possible. The projects were released for a public review and comment from June 2 to June 23.

In other business, the Executive Board:
· Approved a routine amendment to the 2010-13 Transportation Improvement Program.
· Corrected a Transportation 2040 Minor Amendment.
· Authorized a change in Transportation 2040 project status from candidate to approved for King county Metro's Rapid Ride Program, lines A, B, C, D, E, and F; to approved for three pieces of WSDOT's I-405: SR 520 to I-5 Widening Program; and from unprogrammed to candidate for Auburn Way South Corridor Widening and Non-Motorized Improvements.
· Received a quarterly status report on PSRC-funded projects.
· Authorized an amendment to the Adopted Supplemental Budget and Work Program for two consulting contracts.
· Approved contract authorization for on call web consulting.
