Greetings!
At the July 17, 2012, Business Meeting of the Orleans Parish School Board, Deborah Harkins of McGlinchey Stafford gave to OPSB a verbal summary report of the 2012 Regular Session of the Louisiana Legislature. Her complete written report has been released and can be read here.
Key items in that report are as follows:
- The Choice Bill, AKA The Voucher Bill.
- Expanded existing pilot for vouchers
- Use of "local share" for vouchers is still problematic
- Addressed procedural matters relating to charters
- Created a new program of third party charter authorizers
- Created a new Course Provider Program
- The Teacher Tenure Bill
- Revised tenure process
- Redefined terms between superintendents and Boards
- School Board Term Limits election
- To be voted on during November 6 elections
- Design-Build Contracts option
- Extends to OPSB temporary authorization to utilize design-build construction contracts
- Minimum Foundation Program (MFP)
- Funds programs previously funded through non-MFP sources
- Procedural questions on how it was passed
- Capital Outlay Bill
- Math Science Foundation received start-up allocation of $200,000
- Dibert building received $6 million
