PUBLIC HEARING
Policy Amendments 
Heard public comment on proposed policy revisions; no action taken 
 
Disadvantaged Business Enterprise (DBE) Program - Policy E530 
  • Current policy provides race and gender neutral DBE program to provide maximum practical opportunities for participation in the procurement of construction, goods, and services by businesses owned by socially and economically disadvantaged persons and by businesses that employ such persons
  • Proposed amendment replaces and expands on current language with a non-discrimination clause, sets goal of up to 35% on contracts selected for DBE program, and outlines compliance process
  • Two persons spoke: one citing a need to include everyone in the city's rebuilding and to encourage students to see the benefits of work, and the other urging a process to monitor compliance

Superintendent's Retirement
  • Musical tribute by the jazz and brass bands of O. P. Walker and McDonogh #35 High Schools
    • Superintendent Kilbert had been a member of the brass section as a student at McDonogh #35
  • Proclamation recognizing Superintendent Kilbert's many years and positions of service
    • Special mention made of his accomplishments of the last three years as Superintendent raising District's State ranking from # 17 to #2 academically and now having the highest bond rating in the region financially
New Orleans Academic Games League
  • Recognized participating schools and award-winning students from Lake Forest Charter, Franklin ES, Franklin HS, Audubon Charter, Hynes Charter and Lusher Charter
  • National competition winners - Elementary School Sweepstakes: Lusher Charter and Student Jackson Bourgeois

Uniform Student Enrollment Process
  • Adopted Resolution 14-12 expressing the intent of OPSB to work toward, and operate, a uniform, parish-wide student enrollment process
  • Cowen Institute representative endorsed the resolution and expressed opinion that OPSB charters should successfully be included in the process
Capital Budget Amendment No. 8
  • Adopted Resolution 12-12  allocating $500,000 in HRSA grant money to McMain HS Health Clinic and $100,000 in Other funds to additional Mahalia Jackson classrooms
Stipend and Supplemental Compensation Scales for FY2013
  • Approved the proposed salary schedules for substitutes, coaches, activity sponsors, professional development, summer school, etc.
Carl Perkins Grant Application
  • Approved grant application of $136,767 for career and technical education programs
Health Resources and Services Administration (HRSA) Grant 
  • Approved the grant of $500,000 in construction funds for the McMain HS Health Clinic  
No Child Left Behind (NCLB) / Individuals with Disabilities Act (IDEA) Combined Application
  • Approved the grant application for the following programs:
    • Title I: Improving the Academic Achievement of the Disadvantaged ($16,373,341)
    • Title II: Teacher and Principal Training and Recruiting ($3,240,972)
    • Title III: Language Instruction for Limited Proficient and Immigrant Children ($72,869)
    • IDEA: Educational and related services for children with disabilities ages 0-21 ($4,015,053)
    • IDEA Preschool: Additional services for ages 3-5 ($66,672)
Annual Casualty Insurance Renewal
  • Approved renewing casualty insurance policies for a total annual cost of $663,818.45
  • Approved declining uninsured/underinsured motorist bodily injury coverage on automobile policy, which was found to be redundant to worker's compensation insurance
Leveraged Financing 
  • Adopted Resolution 15-12 on Leveraged Financing
  • Takes advantage of 2008 statute to allow needed funding for Master Plan projects
  • Resulted from study by technical advisors during Master Plan amendments last Fall
Leasing of Almonaster Property - Modular Site
  • Approved subleasing to Crescent Leadership Academy
  • Campus consists of OPSB-owned space on site of former Central Services facility
  • OPSB has leased modulars on the campus for ADEPH, which is now being relocated to McDonogh #35 HS
  • Crescent Leadership Academy, an RSD charter, would like to sublease the modulars to house the Rights of Passage Charter School
  • Sublease would be for the remaining 18 months of OPSB's lease and would help OPSB partially recover its costs
Expropriation by City of New Orleans of Tubman Annex (Part 2)
  • Approved sale of remaining parcel (3 acres +/-) for $160,000
  • City previously expropriated part of the Tubman Annex site for Federal City project
  • City now desires to expropriate remaining part of the site at appraised value
Student Transportation Services
  • Approved proposal to divide work between Durham Student Services and Berry Transportation for three-year contracts
  • Includes home-to-school, field trip and athletic transportation
  • Publicly advertised RFP
  • Total cost over three years is not to exceed $9 million
Computer and Internet Use for Employees - Policy E522
  • Adopted amended policy
  • Adds prohibition on cyber-bullying, extends policy requirements to OPSB property used off-site and prohibits non-educational communications
Computer Access and Use - Students - Policy I809
  • Adopted amended policy
  • Adds prohibition on cyber-bullying 
New Market Tax Credit Consultants
  • Approved Enhanced Capital Advisors, LLC
  • Program part of strategy to generate more capital revenues for implementing School Facilities Master Plan 
Child Nutrition Department Purchase for 2012-2013
  • Approved purchases by public bid in the following areas
    • Frozen Foods, Juice and Vegetables
    • Canned Goods and Staples
    • Paper Products
    • Bread
    • Milk
Litigation on Constitutionality of Act 2 (Vouchers)
  • Deferred consideration of the proposed Resolution 13-12
Disadvantaged Business Enterprise (DBE) Program - Policy E530
  • By a four to three vote, deferred the proposed policy amendment
  • 11 speakers endorsed the passage of the amended policy 
  • A representative of the Associated General Contractors made a statement of willingness to work with an acceptably worded DBE program
Type 1 and 3 Charter School Application Review Services
  • Approved contract with National Association of Charter School Authorizers (NACSA) for independent third-party review
  • Only responder to RFP
  • Price of $157,870 based on estimated 12 reviews will be adjusted for fewer proposals received

  • Approved intervening, if needed, in lawsuit filed by Upper Audubon Association against Board of Zoning Adjustments for set-back waiver granted for Renovation/Addition project at Audubon ES (Broadway Campus)
Personal Injury Litigation
  • Approved settlement recommendations from Counsel on three personal injury cases
