The following report is from the Thursday, June 14, 2012, Committee Meetings of the Orleans Parish School Board. 

 
Committees typically discuss and review items which will require later consideration before the full Board and receive progress reports on the implementation of programs and projects that OPSB previously approved. 

 
The next OPSB Business meeting is scheduled for Tuesday, June 19, at 5 p.m. in the Auditorium of the McDonogh #35 High School, 1331 Kerlerec Street.

Carl Perkins Grant Application
  • $136,767 for Career and Technical Education (CTE) in high schools
  • Includes partnership with Delgado Community College
  • Program Targets

No Child Left Behind (NCLB) / Individuals with Disabilities Act (IDEA) Combined Application 
  • Component programs
    • Title I: Improving the Academic Achievement of the Disadvantaged ($16,373,341)
    • Title II: Teacher and Principal Training and Recruiting ($3,240,972)
    • Title III: Language Instruction for Limited Proficient and Immigrant Children ($72,869)
    • IDEA: Educational and related services for children with disabilities ages 0-21 ($4,015,053)
    • IDEA Preschool: Additional services for ages 3-5 ($66,672)
  • Discussion
    • Includes direct-run and charter school students
    • By law, includes eligible students in non-public schools
    • Accounts for reductions in federal funds available next year
    • Possible additional federal cuts mid-year - staff will help schools plan for possibility
    • Impact of new State voucher program not yet known - OPSB is responsible for special needs children who leave RSD schools to go to non-public schools
Charter School Updates
  • Encore Academy
    • Opens 8/13/2012 at Crocker School Campus
    • Initial enrollment projected to be 90-120
    • Building holds 600 but Crocker Charter had only 244 this year in its temporary site
  • Requests for Applications (RFA) for new charter schools
  • Type 1 Mandatory Letter of Intent and Eligibility Packet due at noon on Monday, June 18
    • Application and complete timeline available here
  • Type 3 RFA will be issued soon - expected to allow Karr and Harte to apply to become Type 3 charter schools
  • Algiers Charter School Association (Karr and Harte)
    • Administration reported that new ACSA managers began replacing administrators and staff of OPSB's Type 4 charter schools without authority
    • On Type 4, OPSB is charter operator and ACSA is manager for OPSB, whereas on the other ACSA Type 5 schools ACSA is both operator and manager
    • OPSB administrators have given ACSA directive to cease replacing principals without OPSB approval and to provide that only the principals, not ACSA, can replace teachers

Graduation Summary Report
  • 95% of 1177 HS seniors graduated this year
  • Number expected to increase after summer school
  • $58.7 million in scholarships were won by graduates, including $12.2 million in TOPS

Real Estate Discussion Items
  • Almonaster Modular Units
    • Campus consists of OPSB-owned space on site of former Central Services facility
    • OPSB has leased modulars on the campus for ADEPH, which is now being relocated to McDonogh #35 HS
    • Crescent Leadership Academy, an RSD charter, would like to sublease the modulars to house the Rights of Passage Charter School
    • Sublease would be for the remaining 18 months of OPSB's lease and would help OPSB partially recover its costs
  • Expropriation by HANO of Augustine, Bell and Mondy Campuses
    • OPSB previously approved HANO's request for a year extension to June 30, 2012
    • HANO is requesting another extension of agreement to December 31, 2012
    • HANO's use of the sites would be related to the Choice Neighborhood Grant
    • OPSB has been approached by other persons about purchasing Bell and Augustine
    • OPSB members are concerned about OPSB and RSD incurring costs for security, upkeep and insurance on the buildings for the convenience of HANO's delays in acquiring
  • Expropriation by City of New Orleans of Tubman Annex (Part 2)
    • City previously expropriated part of the Tubman Annex site for Federal City project
    • City now desires to expropriate remaining part of the site at appraised value

Monthly Capital Projects Report 
  • Report presents status of OPSB and RSD projects with a highlighted summary of OPSB projects
  • Lake Forest ES New School - question of how much of site would be used for school
    • Administration is obtaining engineering studies and cost estimates for options of using currently undeveloped portion for either green space and/or parking
    • Delegations of parents and staff of school and neighbors of new site spoke in favor of developing the entire site for the school and using the space being studied for green space and/or parking.
    • Individual Board members spoke in favor of developing the whole site for the school, subject (1) to getting the engineering studies and cost estimates and (2) to the school maintaining the full site.
  • Stabilization projects
    • Architects have now been assigned to design the "stabilization repairs" projects at Bethune ES, McDonogh #35 HS, Easton HS, Karr HS, Lusher ES, Lusher HS, Audubon Extension, and Nelson ES

Resolution 13-12 to challenge the constitutionality and/or legality of Act 2 of the 2012 Regular Legislative Session
  • Forwarded to full Board without a recommendation
    • Resolution was being considered by several members of LA School Boards Association
    • Concern expressed that if OPSB was litigating the matter on its own, it would bear the costs while other entities would get most of the benefits
    • Concern was also expressed that if the law were to be struck down, the result would be more money for RSD without RSD, as a State agency, opposing the law or contributing to the legal expenses
Resolution 14-12 to state OPSB's intent to work toward and operate a parish-wide uniform student enrollment system
  • Forwarded to full Board with a recommendation to approve
  • Amended to allow OPSB charters who wish to participate to do so
Executive Session Items

  • General Counsel reported that Committee received status reports on these cases
    • Expropriation litigation with State over McDonogh 11 School
    • Insurance litigation with Lexington Insurance and others

    • Intervention in the State's special education litigation
    • Potential litigation over demand for reimbursement of $1.8 million MFP advance to ACSA in 2005-2006
  • Committee voted to forward counsel's settlement recommendations of the following to the full Board with recommendations for approval:

  • Ad valorem tax revenues will probably end fiscal year 5 to 6 million dollars ahead of budget  
  • Sales tax revenues are running about $2 million below budget
