The Orleans Parish School Board has advertised a Public Hearing to consider rolling forward its millage rates to the prior year's maximum rates. The Hearing will be held on Tuesday, May 15, 2012, at 4:00 p.m. in the Auditorium of McDonogh 35 High School, 1331 Kerlerec Street.

At the April 17, 2012, Business Meeting of the OPSB, CFO Stan Smith made a presentation to the Board on the projected local impacts of several pending changes in the Minimum Foundation Program (MFP) from the current session of the Louisiana Legislature. The MFP is the funding mechanism for our public schools and is a shared function of state and local revenues.

Page 1 of the attachment shows the projected per-pupil impact on OPSB and RSD schools, both direct-run and charter, from three different MFP changes:
- Charging to the MFP those programs previously state-funded outside of MFP is projected to reduce the available funding by $247 per pupil if all Scholarship for Excellence (non-public school voucher) students receive the maximum tuition payments allowed
- If Scholarship for Excellence students received a projected lower tuition voucher payment, the impact would be about $124 per pupil
- Charging legacy Type 2 charter schools to the MFP, previously state-funded, would reduce available funds by $91 per pupil

- Current millage rate of 43.6 is proposed for roll-forward to 45.31
- Restoring the higher rate would result in an additional $6,819,937 in revenues, or approximately $168 per student
