Action Items

 

Annual School Assignments

  • Forwarded to full Board with recommendation to approve Superintendent's proposed assignment of operators to sites for the 2012-2013 school year, for which new assignments are as follows:
    • ADEP HS to co-locate at current McDonogh 35 HS next year and the new McDonogh 35 HS at the Phillips/Waters site when constructed
    • ENCORE Academy to co-locate at the new Crocker ES for next year with anticipated future site TBD
    • Lake Forest Charter School to be assigned future building at the recently purchased GSS Academy on Lake Forest Blvd., corner Wright Rd.
    • Karr Charter HS to be assigned future building at the recently purchased Jo Ellen Smith Site at 4422 General Meyer Ave.
    • The following other operators have anticipated future sites listed as "TBD": Audubon Charter (upper), Moton Charter, and NO Science & Math Charter HS

 

District Student of the Year Finalists

  • Forwarded to full Board with recommendations to approve and recognize
    • 5th Grade: Winner - Amaris Rachael Lewis (Franklin HS) and Runner-Up - Rachel Laufer (Lusher ES)
    • 8th Grade: Winner - Josephine LaVoie (Audubon CS)
    • 12th Grade: Winner - Jennifer Tu (Franklin HS), 2nd Place - Mina Walker (Lusher HS), 3rd Place - Luan Vo (McMain Secondary), 4th Place - Paris Scott (Easton HS), 5th Place - Bria Craige (McDonogh 35 HS), and 6th Place - Endia Bush (Karr HS)
  • Cash scholarships to be awarded to the winners as follows: $750 to 12th Graders, $100 to 8th Graders, and $50 to 5th Graders

 

Discussion/Information Items

 

Encore Academy Update

  • Received $250,000 Walton Foundation Start-Up Grant
  • Will be able to open in August 2012 for next school session
  • Negotiations going smoothly for them to co-locate with Crocker's initial small enrollment in its new building 

Transfer of Schools Plan Update

  • Approximately 14 RSD schools are expected to be eligible to return to OPSB next year
  • BESE will soon consider procedure for offering RSD operators to return to OPSB
  • The issue is also the subject of litigation between OPSB and State

RFA Timeline for Proposing New Type 1 and Type 3 Charter Schools

  • Request for Applications (RFA) will be ready in a few weeks, depending on any new legislation impacting schedule

State Student of the Year Finalists

  • Jennifer Tu, 12th Grader at Franklin HS, is a finalist for the State Student of the Year

Presentation

 

Merging of Schools

  • Presentation by principals of McDonogh 35 HS and ADEP HS on proposed phasing in a merger of the two schools over next two years
  • Schools would co-locate in current McDonogh 35 HS building for next two years
  • When the new McDonogh 35 HS opens at the Phillips/Waters site, the two schools would merge under the name of McDonogh 35 HS, with the ADEP program being a component of McDonogh 35
  • Perceived benefits include lowering per-pupil operating costs, enhancing ADEP program hindered now by smaller enrollment, beefing up McDonogh 35's enrollment, and enhancing support services

Capital Projects Report - February 2012

  • Cumulative change orders to date total less than 3% of total original contract values
  • Lake Forest ES New School
    • Administration reported that the OPSB's assigned architect (Lee Ledbetter & Associates) had just withdrawn from the planned contract signing
    • Board members, administrators and school parents expressed opinions that a firm that so withdraws three months after accepting a school design assignment causes harm to students by delaying completion of their new school into the middle of a school session
    • Additionally, the firm had previously accepted OPSB's assignment of designing the new Karr HS, for which a contract had not yet been signed
    • General Counsel was asked to research appropriateness of deleting firm from current rounds of project assignments
    • Administration plans to propose reassignment of Lake Forest ES project to another firm at Tuesday's OPSB Business Meeting
  • Harte ES New School
    • Being value engineered and redesigned for rebidding
    • Move-in date now delayed to January 2014 

Franklin HS Stabilization Repairs - Phase I

  • This item was deleted because bids are still under review

  • Ad valorem taxes and sale and use taxes - collections are "looking good"
  • State revenue sharing - projecting $1.1 million shortfall, being offset by some lower spending projections
  • Special revenue reimbursements are being billed faster

  • Premium $2,064,733, an increase of only $494 over prior year
  • Administration will analyze options for improving coverage 

IT Application Service Provider Renewal

  • Tyler Technologies - 3.25 years - $410,475 total
  • Finance, HR, Payroll, and other applications

Franklin HS Stabilization Repairs - Phase I

  • Deleted because bids are under review
