Greetings!
The following report is from the Tuesday, March 20, 2012, Business Meeting of the Orleans Parish School Board.
Also, OPSB will hold a Community Meeting at 6:30 p.m. tomorrow, Thursday, March 22, in the Oak Park Baptist Church, 1110 Kabel Drive, to talk about the potential implications of various education bills now moving through the Legislature. A meeting meeting previously scheduled for this evening has been cancelled due to the weather.

Superintendent's Agenda
Reviewed Superintendent's recommendations and took action as indicated
- Approved the appointment of Armer Bright as Executive Director of the SDBE program
- Approved several routine personnel items consisting of appointments, transfers, leaves of absence, and returns from leave
- Discussed, and referred for committee consideration, if such personnel actions needed to be considered by the Board or if the law permitted the Superintendent to make the final decisions

Capital Projects Amendment #5
- Adopted Resolution 05-12, budgeting $1,000,000 for chiller replacement and related repairs to the Timbers Building and adding $1,381,673 to the existing budget of the Audubon School (Broadway) Renovations project
Millage Roll-Forward
- Approved, after hearing public comments, for Administration to begin public notices about potential millage roll-forward for 2013
- RSD Superintendent Patrick Dobard spoke in favor of the proposal and noted that all RSD and OPSB schools, direct-run and charter, will receive the funds
- Also speaking in favor of the proposal were Leslie Jacobs (former OPSB and BESE member), Kathy Riedlinger (Eastbank Collaborative of Charter Schools), Caroline Roemer Shirley (Louisiana Association of Public Charter Schools), and a representative of Citizens for 1 Greater New Orleans
- Points made during the discussion included the following:
- Full millage roll-forward would mean approximately $120 more for each student in Orleans (OPSB & RSD charters and direct-run)
- Total revenues generated would be approximately $5,000,000
- With the high level of poverty in Orleans, schools need more resources to serve the students
- Funds are needed to sustain the progress being made in local public schools
- Costs have increased for insurance, retirement, and other fixed costs
- Impact on taxpayers is deemed modest
- State MFP contribution has not increased in last three years, and the 2.75% cost of living increase has been suspended
- Millage rates would be adjusted to take advantage of increased property valuations but would retain the same purposes for which voters initially dedicated the taxes
Legislative Agenda
- Approved the legislative agenda recommended by the Administration

Reduction in Force/Reassignment - Policy G737
- Authorized the Administration to implement the policy as necessary to develop a balanced budget
Harte and Karr Charter Schools Management
- Approved an agreement between OPSB and the Algiers Charter School Association (ACSA) for the management of Harte and Karr Charter Schools until June 30, 2013, subject to changing the provisions relating to personnel management
- OPSB will issue an RFP for the management of the Type 4 charter schools thereafter
