The following report is from the Thursday, February 16, 2012, Community Meeting hosted by the Orleans Parish School Board to provide public commentary on the proposed alternatives to redraw OPSB Member districts.

 

The postponed Public Hearing is anticipated to be rescheduled for Monday, February 27, 2012, at McDonogh #35 High School, 1331 Kerlerec Street.

COMMUNITY MEETING
Consultant's Presentation
GCR, OPSB's consultants, presented the latest list of alternative redistricting plans, including the four options discussed in prior public hearings and two new alternatives developed after receiving feedback from OPSB members and the general public. 

The selected plan must be submitted for approval to the U.S. Justice Department (DOJ) to ensure it has no discriminatory purpose or effect and does not regress on minority representation in accordance with the 1965 Voting Rights Act.
 
According to the 2010 U.S. Census, the key figures for redistricting are as follows: 
  • Total population of Orleans Parish was 343,829
  • Total minority population was 61.2%
  • Voting age minority population was 57.2%
  • With seven districts, the ideal district population would be 49,118 per district

Public Comments
A large delegation appeared in opposition of Alternatives D and D Amended and in support of Alternatives A and A Amended. Their concern was that the D alternatives would significantly reduce the minority voting strength of District 7. 
 
Other Information
By law, the Board must select a plan by March 2012.
