Please be advised that the Master Plan Oversight Committee Meeting scheduled for Monday, November 28, 2011 has been cancelled.

Board Discussion

Discussed new topics for which decisions would be needed later; no action taken

 

Good Neighbor Resolution

  • During public engagement activities in the planning of the Audubon (Broadway Campus) Renovations & Addition Project, neighbors expressed concerns about traffic flow and parking around the school.
  • Resolution 31-11 will be considered later in the meeting to express OPSB's commitment to resolve these problems.
  • Similar efforts may arise later on other projects
Busing Transportation
  • Concerns were expressed about bus driver training and monitoring
  • Desire to minimize safety risks
  • Superintendent to follow-up
 
Superintendent's Agenda

Received reports and took action as indicated 

 

Presentation by RSD Superintendent John White

  • PowerPoint presentation on his report, What Will It Take? The Recovery School District's Commitments to New Orleans, available here
  • Explained current efforts within the context of each commitment
  • Reported that several RSD operators have improved to the point where they can opt back into OPSB per BESE procedures
  • Thanked OPSB and Administration for positive working relationships
  • Response by OPSB and Administration
    • Thanked RSD for improved communications and planning with OPSB
    • OPSB and RSD superintendents meet regularly in common efforts
    • Suggested that Committee be formed including RSD, OPSB and ECCS to look at ways to encourage charter schools to return to the OPSB
    • Will need to resolve issue of OPSB-owned buildings occupied by improved schools which opt not to return to OPSB

  • Approved several routine assignments of personnel to school sites, granting of new leaves or returns from leave, and separations from employment

Issuance and Sale of Revenue Anticipation Notes - Amendment

  • Amended previously adopted Resolution 19-11 to incorporate additional language requested by the State Bond Commission
  • Allows routine, short-term borrowing to maintain cash flow, if/when needed, in anticipation of property tax proceeds not to be received until early 2012
  • Not to exceed $50 million

OPSB Audit for FY 2010-2011 

  • Received the audit from LaPorte, Sehrt, Romig, and Hand, CPA
  • Authorized Administration to submit the audit to the Louisiana Legislative Auditor per State policy
Capital Projects Amendment # 2
  • Adopted Resolution 29-11 - Capital Projects Amendment #2
  • From "Other Funds"
    • Additional $50,000 for Swing Space Expenses
    • Additional $5,698,723 for Land and Building Expenses

Cooperative Endeavor Agreement (CEA) for Property at Orange and Annunciation Streets

  • Rescinded CEA with Kingsley House and Trinity Episcopal School for use of OPSB property (former Stern Site) due to environmental concerns
Housing Authority of New Orleans (HANO) Expropriation of Bell, Mondy and Augustine Sites
  • Extended deadline for HANO acquisition of the sites until June 30, 2012
Good Neighbor Resolution 
  • Adopted Resolution 31-11 committing to be a good neighbor to the residents around Audubon School and pledging to work with the Charter on several traffic control measures
