Received report
The secretary of the Orleans Parish School Board reported on the status of filling the two vacancies on the MPOC, both of which remain unfilled. The MPOC accepted the resignations of Rick Jones and Nolan Rollins at a previous meeting.
Capital Projects & Budget
Received, reviewed, and discussed reports
FY 2012 Budget Update
- See page 26 of the 2011 2nd Quarterly Report
- Because the $2 billion FEMA settlement included temporary facilities, contents replacement, recovery operations, demolitions, and work either completed or under construction, only $633.7 million remains on the table for allocation
- Project implementation is slowed because FEMA projects are funded on a reimbursement basis, limited by how much cash is available upfront
Update on Revenue Streams Other than FEMA

- Harrah's Stabilization Fund
- Provides approximately $2.5 million annually as part of the revenue the City receives from leasing the former Rivergate site for the casino
- Plan is being revised by OPSB-RSD to reflect which projects will be paid for by FEMA
- As of now, revenues for two years have not been allocated
- New plan must be presented to and approved by City Council
- Priorities are projects to keep schools "safe, healthy and dry"
- Community Development Block Grants (CDBG) Funds
- RSD $111.4 million
- $55.9 million prior to 2008 for repairs to 19 schools
- $30.3 million after 2008 for repairs to 4 schools
- $25.2 million over the next few years for the construction of the new Sherwood Forest ES
- OPSB $26 million
- $8 million for renovations to Mahalia Jackson Center
- $18 million for new Harte ES
- City of New Orleans
- City had pledged funding for some smaller HS programs, such as International HS in the CBD
- Those funds will not be available so the projects are not funded
- Insurance Proceeds
- Still in dispute with insurer(s), but $18 million has been released each to OPSB and RSD
- OPSB policy is to use for other capital projects, such as Master Plan projects or site acquisitions for those projects
- RSD plans to use such funds only for capital projects but did use some previously for post-Katrina start-up needs, like textbooks and legal fees
- OPSB and RSD pledged to work better together on seeking insurance proceeds
- Tax Credits
- Four financial consultants have been appointed by OPSB to assist
- Possibly $25 million in State Historic Tax Credits are available
- Federal tax credits may be more difficult to create
- New Market Tax Credits - potential source of revenue but more complex

Amendments to Building Specifications for Master Plan
- Received a presentations of handouts as shown here
- Recommendations were based upon reducing per-pupil construction and operating costs, using lessons learned from earlier projects, improving functions of buildings, and other relevant goals
- Approved Amendments to Building Specifications as follows:
- Small and regular PK-8 elementary school space requirements
- Small, medium and large high school space requirements
- Building performance standards
