The following report is from the Thursday, July 14, Committee Meetings of the Orleans Parish School Board.

The actions undertaken by Committees constitute recommendations to the full Board and are not final until action is taken by the full Board. The next meeting of the full Board is currently scheduled for Tuesday, July 19.

BUDGET AND FINANCE COMMITTEE

Reports

  • Monthly Financial Report
    • Received a report from the administration on General & Clearing Funds Cash Flow by Month for the fiscal year ending June 30, 2012.
    • Over the last five years, OPSB has reduced its long-term debt from $ 301 million to approximately $ 138 million by paying down principal and refinancing.
    • OPSB will need to make short-term loans of up to $ 35 million total, similar to last year, to cover seasonal shortfalls in cash flow, from September through February, while waiting for annual property tax payments.
    • OPSB must advance construction money and be reimbursed by FEMA as work progresses, a process which is becoming quicker.

    • 15.6 acres on Behrman highway adjacent to Brechtel Park
    • Initiates appraisals and other studies

  • Renewal of Archdiocese Leases
    • Heard delegation from Sojourner Truth (RSD charter at Our Lady of Lourdes leased property) - lease will now be picked up by RSD rather than by OPSB as pass-through

  • Recommended Amendments to the School Facilities Master Plan
    • See www.rebuildingnolaschools.com. 
    • OPSB & RSD will work together to seek New Market Tax Credits for completing the unfunded new Phase 3, projected to cost $422.3 million. 
    • Board members observed that cost estimates for some proposed renovations exceed the cost of replacing with new schools.  
    • It was discussed that charters with "healthy" fund balances could participate in jointly funded projects.
    • As presently proposed for funding, 83 percent of students would be in new or newly renovated schools - challenge is finding funds for remaining 17 percent.
  • Update on Swing Space
    • Westbank for Harte - move-in starts next week.
    • Eastbank for Audubon - options still being explored.
  • Approval for the purchase of Greater St. Stephen and Jo Ellen Smith properties
    • See Budget & Finance Committee above.
  • Authorize execution of a non-binding letter of intent for the purchase of 15.6 acres on Behrman highway adjacent to Brechtel Park
