SPECIAL OPSB MEETING

Proposed Amendments to the School Facilities Master Plan 

Received report and released schedule of public meetings for input 

 

Presentation by Administration of Proposed Amendments to Master Plan  

  • Proposed amendments (latest version) can be found here.
  • First public input session is a Citywide Meeting this Saturday, July 9th, from 10:00 a.m. to 1:00 p.m. at the Xavier University Center, 1 Drexel Drive, Room 308.
  • Key points made by Administration during presentation:
    • Update includes adjustments made as result of FEMA settlement.
    • Now three phases: 
      1. Underway or completed,
      2. Needed and funded, and 
      3. Needed but unfunded.
    • Includes revised lists of projects not needed after new demographic projections based on US Census.
    • OPSB consultants are exploring potential of New Market Tax Credits to provide more funds.
    • After 2020, OPSB will be debt-free, allowing voters to consider a new bond issue within current tax rates.
    • The proposal is a recommendation not yet final and can be changed during the public input process.
    • The proposal is balanced, so any projects added to the funded list must be accompanied by corresponding deletion of projects.

Public Input Received at this Meeting

  • Opposition to eventual phase-out of Walker HS campus.
  • Support for funding renovations to Behrman ES.
  • Support for expanding criteria to include school performance, not just census data.
  • Reminder about need for Eastbank Swing space for Audubon - Broadway.
  • Support for designating permanent campus for Audubon - Carrollton, which is being phased out.

Public Input Schedule Prior to OPSB and BESE Final Action on the Proposals

  • Revised public meeting schedule to receive input can be found here.
  • Persons with suggestions may advocate them at any or all of the meetings, regardless of location.
  • The proposals will also be discussed at the July meeting of OPSB Property Committee TBA.
