Chicago Department of
Family & Support Services
Homelessness Programming
Request for Proposal (RFP)
The Chicago Department of Family and Support Services has issued a Request for Proposals to assist Chicago residents who are homeless or at risk of homelessness.
The Department of Family and Support Services (DFSS) of the City of Chicago is issuing this RFP to identify and select agencies that can provide services that meet the needs of people in Chicago who are homeless or at risk of homelessness. In its capacity as a funder, DFSS is issuing this RFP and accompanying application to support such agencies by providing a portion of the program's overall annual budget rather than serving as the sole funder of agency programs.
Proposals can be submitted for one or more programs under the following categories:
- Overnight Shelter
- Interim Housing
- Permanent Housing
- Prevention
- Outreach and Engagement
- Community Based Case Management
- Permanent Supportive Housing Support Services
- Specialized Services (including substance abuse, mental illness and employment programs
Evaluation criteria will include previous program experience in these or similar areas; a program design specifically tailored to the goals of the program; administrative and fiscal capacity and experience, and additional criteria as outlined in the RFP.
Since the intent of this RFP is to fund a portion of a program's total annual budget, rather than to be the sole funding source, DFSS will look for respondents to demonstrate substantial leveraging through a cash or in-kind match of 25% or more of requested funding from non-DFSS public and private funding sources.
Contracts under this RFP will begin January 1, 2013. This is a competitive process open to all entities: non-profit, for-profit, faith-based, private and public. Facilities proposed by respondents must meet health and safety standards, ADA, local code and all applicable regulations.
For answers to RFP program-related questions please contact: Adriana Camarda at 312-746-6685, or adriana.camarda@cityofchicago.org. All other RFP questions may be directed to: Julia Talbot at 312-743-1679, or jtalbot@cityofchicago.org.

Presents
Connect or Dialogue Trying
by: Matthew Hoffman
Connect or Dialogue Trying consists of 100 hand cut paper pieces by artist Matthew Hoffman. The pieces are intentionally created as accessible, sharable works. They are intended to be fire starters, creating a reaction to initiate dialogue.
Hoffman states, "Stop holding it all inside, share, Right now. Put down what's in your hand, and be present to who is in front of you. There has never been a more crucial time to share ideas, and begin new conversations. As we become a more digitally connected society, our interactions default to be ever increasingly insularly. While most are up on where you went for brunch, few know what drives you---what's burning inside you."
Hoffman believes this detached personal responsibility leads to a sort of hermetic social broken window condition, "We learn more and more about everyone else, and know less about ourselves than ever before. So let's smash these paralyzing forces. Break some windows. Light some fires. Then, sit around that fire with others---and tell your story."
