Illinois Statute indicates that no person shall drive a motor vehicle at a speed in excess of 20 miles per hour while passing a school zone on a school day when school children are present. Throughout Chicago in 2010, an average of 60 people were killed or injured each day in motor vehicle crashes. In the 35th Ward, there were 2,022 total crashes. 895 of those crashes (or 44%) occurred in Safety Zones. Speed kills and almost always plays a factor in the severity of a traffic crash. According to the National Highway Traffic Safety Administration, speeding and pedestrian crashes go hand-in-hand. Studies show that a 10 mph increase in vehicle speed greatly increases the probability of a pedestrian death in a traffic crash.
The future of traffic and crime enforcement is being enhanced by emerging
technologies like speed enforcement cameras. An analysis of more than 90 studies assessing speed cameras found an average injury crash reduction of 20 to 25 percent. The most effective programs reduced injuries from crashes by more than 50 percent. The Automated Speed Enforcement ordinance passed by the Chicago City Council proposes using existing red-light cameras and new mobile units to record vehicles located within a 1/8 mile radius of schools and parks during the hours our children are there.
Safety Zones will be designated based on a high rate of pedestrian crashes, vehicular crashes and the severity of the injuries. The Chicago Department of Transportation (CDOT) will provide data and work with an Advisory Committee to determine priority locations for cameras. A public education campaign will be conducted prior to the actual traffic enforcement to familiarize motorists with the new enforcement effort. All Safety Zone intersections will have highly visible signage and the City would grant an initial grace period of 30-days to notify violators. Those caught speeding will be issued a warning. After the grace period is over, violators will be fined based on speed levels over the 5 mph threshold. Motorists traveling over the speed limit by five miles per hour or less will be issued a warning to deter future speeding.
I am not surprised that Automated Speed Enforcement is met with objection by some.
It requires a change in our attitude and driving habits. Several people I've talked to fear being fined unjustly. In reality, you will not be ticketed by traffic enforcement cameras if you do not break the law in front of them.The speed camera will only enforce current law; decrease speeding in high pedestrian areas thereby reducing the number and severity of crashes. The Milwaukee Avenue Green Development Corridor is a joint project led by the City of Chicago and the 35th Ward, funded by the Illinois Environmental Protection Agency, and supported by Metropolitan Planning Council and Chicago Community Loan Fund. $200,000 is available through the Green Infrastructure Grant Program to provide up to 75% of the cost of stormwater management projects such as green roofs, permeable pavers, rain barrels, and rain gardens. Working together, property owners in the corridor can do their part to reduce the risk of basement flooding and improve downstream water quality.

The Conference of Minority Transportation Officials (COMTO) offers a variety of scholarships ranging from $2,500 to $6,000 to deserving students nationwide who have a career interest in transportation and related fields.
Selections are made annually by a team of industry professionals and representatives from the academic community. The National Scholarship Program supports the mission of COMTO by promoting, strengthening and expanding the roles of minorities in all aspects of transportation.

CNC Instructor Job Announcement
About the Position: Reporting to the Career & Community Program Director of the Center for Labor & Community Research (CLCR), the CNC Instructor will teach 1 - 2 classes of 8-12 adults during evening or weekend hours to help those adults earn up to 5 NIMS industry credentials. This is a part-time position working a minimum of 10 hours and 2 evenings per week and a maximum of 20 hours and 4 evenings and/or weekend days per week. More hours may be available based on demand. CLCR offers competitive wages and generous benefits as eligible. The CNC Instructor will work out of our WaterSaver Faucet Manufacturing Technology Center facility located in Austin Polytech, 231 N. Pine Ave., on the Westside of Chicago.
Requirements:
- Extensive machining (conventional and CNC) experience, at least five years but preferably eight or more. The selected candidate will have substantial, successful experience in CNC set-up, programming and operation, as well as manual machining.
- Current NIMS certifications are not required for hire, however earning all 5 NIMS certifications we teach are required within one year of hire date.
- Demonstrated success as a CNC instructor. Successful formal or informal teaching experience is desirable, for example as a trainer of co-workers.
- Passionate about manufacturing and good at engaging and communicating with students regardless of their prior manufacturing experience.
- A genuine comfort and compatibility with an urban community is essential.
Responsibilities:
- 100% of students achieve the NIMS MMS and CNC Operator Mill and Lathe credentials and 90% of students attain the Program Set Up and Operate credential in milling and/or turning. The physical facilities for metalworking training must be adequate for preparing individuals to meet the performance requirements of the skill standards and satisfying the program's goals.
- The program is conducted and facilities maintained in compliance with all NIMS program accreditation standards.
- Facilities are required to meet all applicable industry and OSHA safety standards.
- Students/trainees, instructors, and visitors must comply with all relevant safety laws, regulations, rules and standards.
- All policies and reporting procedures required by CLCR or the programs financial supporters are complied with.
- The curriculum adopted by the programs advisory board is followed.
- Classes and all aspects of the program are conducted as if the students are working in a for profit manufacturing facility. Expectations are identical to what students will find in the workplace.
- The instructor is organized in such a manner that work habits and ethical practices required on the job are an integral part of the instruction. Such work habits and practices include, but are not limited to, punctuality, attendance, dependability, attention to instructions, concern for accuracy, personal pride in quality of work, honesty, developing time efficient work habits, and respect for workers, trainees, and others.
- In the event students are engaged in any workplace activity (paid work, apprenticeships, or the like) the instructor maintains contact with the worksite supervisor to provide individualized coaching and instruction based on mutual feedback.
