The O'Neal Delivers editors sat down with Becky Rollins, O'Neal's PreConstruction Director, to find out more about the PreConstruction process and how it can benefit Owners:

O'Neal Delivers: What is PreConstruction?
Rollins:
Traditionally, PreConstruction involves performing preliminary planning and engineering in order to define the project, identify potential issues, and analyze cost impacts. O'Neal defines
PreConstruction as defining the project scope, schedule, and cost as early as possible with the most efficient use of resources and money. Our PreConstruction efforts ultimately help the Owner determine if the project is even viable or not.  If viable, PreConstruction defines the scope of work enough to determine a firm cost and schedule for the project.
 
O'Neal Delivers: What are the benefits of PreConstruction?
Rollins:
  There are a number of benefits for the Owner. Many of our clients use our PreConstruction process as the basis for their capital project appropriation process. Most importantly, the Owner has a defined basis to make an informed decision. The O'Neal PreConstruction process takes out many of the unknowns of a project and reduces risks for the Owner. We can also identify areas for potential cost savings. The clients we work with like to evaluate the different scenarios upfront and have a defined path to construct the project prior to funding approval.

O'Neal Delivers: How will PreConstruction typically affect the overall final project compared to traditional methods?
Rollins: We have seen PreConstruction efforts have a significant impact on the overall project, and save the Owner significant time and money. Since we determine the cost and schedule of the project upfront, we can reduce the number of changes, unexpected costs, and variations of schedule during the project; we can identify early where possible problems will occur; and we can better identify cost savings opportunities. In addition, we also assume the cost risk once the project is funded.

nanoNano Tech Laboratory Complete at UGA

O'Neal recently completed renovations to the original CCRC for use as a Nano Tech lab. The project was executed by the University of Georgia Physical Plant Department using the design-build delivery method. O'Neal served as prime, providing engineering and construction services.
 
The project consisted of the removal of existing NMR (device labs), bio-labs and chemical storage/gas distribution rooms to accommodate new clean room spaces and development of a future utility yard. These new clean spaces included a device lab, characterization lab, lithography lab and a future bio-lab with chase spaces in the labs for return air and utilities distribution.

biopharmO'Neal Delivers BioPharmaceutical Expansion

BioPharmaceutical ManufacturingO'Neal recently provided engineering, procurement, and construction for a 12,000-square-foot expansion, and a 30,000-square-foot renovation to an OTC biopharmaceutical facility in North Carolina. The facility was updated to meet current EU and ISO cGMP requirements for manufacturing the company's cancer vaccine.  The facility is now Biological Safety Level Two (BSL-2) approved for large-scale manufacturing.
 
The renovation and expansion was completed in two separate phases in order to minimize the down time for vaccine production.  The vaccine is a necessity for patients and more than 6 months down time could risk patient health. 
 
The project also included separating utilities from an attached facility which is occupied by another pharmaceutical company.  The separation was successfully completed without disruption to the adjacent manufacturing facility operations.
