Greetings!

The end of the 2012 Session of the Maryland General Assembly is rapidly approaching. So far, the only gun bills that have progressed in the House are Delegate Cluster's ill-considered HB 300 and Delegate Simmons' HB 618.

HB 300 is now on 1st Reader in the Senate Judicial Proceedings Committee. HB 618 is now in the full Senate for a final vote.

Senator Frosh's anti-gun SB 512 passed the Senate and is currently under consideration in the House Judiciary with its crossfiled version HB 1310. Neither bill is worthy of passage.

The concealed carry bills continue to languish in the House Judiciary Committee and are very unlikely to advance this Session.

Senate Bill 64 is a common sense reform bill which is probably doomed to die in the Senate Judicial Proceedings at the hand of the Committee Chairman, Senator Frosh. This is another good reason for you to oppose Senator Frosh's SB 512. See more on this below.

Congressional Candidates - Maryland Primary Elections

For various reasons, the AGC is not making recommendations on the candidates in the upcoming Congressional elections. Part of the problem is the lack of information on many of the candidates.

Woollard Case - New Activity in the Courts - Documents Added

The District Court for Maryland has released a draft order dated March 29, 2012, reflecting intent of Judge Legg to enjoin the State's enforcement of the "Good and Substantial Reason Requirement" for a handgun carry permit, but stays his order pending briefing and ruling on the State's motion for a stay pending appeal.

In the most simple terms, while the legal process is continuing, nothing in the current law has changed.

The system is simple to use, and we have provided a list of answers to

The system will enable you to easily do the following:

  • Send a personal email to individual or selected members of the Maryland General Assembly
  • Send a personal email to the entire Maryland General Assembly with a single mouse click
  • Send a personal email to the entire Senate or the entire House of Delegates with a single mouse click
  • Send a personal email to individual, selected members, or all members of a Committee

Committees currently on the system:

  • Senate Judicial Proceedings Committee (gun bills)

Other features of the system:

  • Preview function to enable you to view your actual email before sending it

What the system will not do:

  • It will not write emails for you.
  • The 2nd Amendment is an individual right. As a gun owner, you have an individual responsibility to protect that right.     

New Enhancements Since the System's Debut:

  • A spell check function has been added (ABC icon to the left of your email message text)
  • "Return to email" icon changed in the preview function for clarity.
  • System now clearly indicates the successful sending of your email.

Change in Fingerprint Services for Background Investigations

(PIKESVILLE, MD) - Citizens wanting their fingerprints taken for background checks or applicant requirements will need to find an electronic fingerprint capture location and will temporarily be unable to obtain those from Maryland State Police barracks, due to a change in requirements by the FBI.

Effective March 19, 2012, Maryland State Police barracks that have previously provided fingerprinting services to citizens will be unable to do so, at least temporarily. The FBI will no longer accept paper fingerprint cards. All fingerprints submitted to the FBI will need to be taken electronically.

Persons needing fingerprints can visit the Maryland Department of Public Safety and Correctional Services website at www.dpscs.maryland.gov and click on the "fingerprinting services" link beneath the "quick links" column. A list of electronic fingerprinting sites is located there.

Maryland State Police barracks are in the process of converting to electronic fingerprinting. That process will not be completed however, for at least several months.
