Greetings!

So far, the number of gun bills listed on the Maryland Legislative Information System (MLIS) website has been low compared to previous sessions. During the 1990's we often faced upwards of 70 gun bills in a single session.

This does not mean that we can lower our guard. The final date to introduce a bill without suspending the Rules, is Monday, March 5, 2012. Until that date, we can expect more gun legislation to appear.

The first gun bill hearing is scheduled for Thursday, February 2, 2012. HB 64 will be heard in the Senate Judicial Proceedings Committee at 1:00 PM.

Gun Bills Filed and Bills to Anticipate - 2012 Session

Pro 2nd Amendment Bills:

Delegate Smigiel's HB 45 was pre-filed and is now listed on the MLIS website. This is a "shall issue" concealed handgun carry bill in that it shifts the burden of proof from the applicant to the Maryland State Police. If passed, applicants will no longer have to prove that they have a good and substantial reason for a carry permit; the Maryland State Police will have to prove that they don't.

HB 256, sponsored by Delegate Smigiel and co-sponsored by dozens of other Delegates is a handgun carry permit reciprocity bill. The bill specifies that a license to carry a regulated firearm, including a concealed regulated firearm, issued to an individual by Delaware, Pennsylvania, Virginia, or West Virginia is valid in Maryland. It is the first step in the process of true reciprocity which could eventually make Maryland concealed handgun permits valid in these states. 

 

Senator Brian Simonaire's SB 64 seeks to require that the Maryland State Police mail out the annual machine gun registration forms.SB 64 is scheduled for a hearing on Thursday, February 2, 2012.

Other Gun Bill


Under current law, an initial concealed handgun permit is valid for 2 years and renewals are valid 3 years. Delegate Cluster's HB 300 seeks to change the period a concealed handgun permit is valid for to 5 years for an initial permit and 5 years for renewals. Sounds good, except for 1 minor detail: this bill applies to carry permit for retired police officers only.

Anti 2nd Amendment Bills:

Hunting Bills:

Senator Richard Colburn's SB 105 seeks to make turkey hunting legal on Sundays during the Spring season on private land in Dorchester County. This bill is "crossfiled" in the House of Delegates as
HB 144.

SB 105 is scheduled for a hearing on Tuesday, January 31, 2012.
HB 144 is scheduled for a hearing on Wednesday, February 8, 2012.

Protect yourself and your loved ones when traveling to visit family or to a favorite vacation destination.

 

As a Non-Resident of Utah and Law Abiding Citizen, you may obtain a Concealed Firearms Permit from the State of Utah. The Utah Concealed Firearms Permit (UCFP) allows you to conceal carry in approximately 30 states. This permit does NOT allow you to carry in the State of Maryland, but it is recognized in all of our adjoining states including Delaware, Pennsylvania, Virginia, West Virginia, and Ohio, the gateway to the Midwest. THE UCFP COURSE DOES NOT REQUIRE A LIVE COURSE OF FIRE.

 

The Utah CF Permit may be obtained by attending a UCFP course, meeting the requirements as outlined on the Application for Concealed Firearm Permit, and completing the instructions.

 

The UCFP course length is approximately 5 hours of classroom instruction: Safe Handgun Handling Rules, Nomenclature, Ammunition, Fundamentals of Pistol Shooting, How to Carry Concealed Options, Aggressive Behavior management overview, Use of Force Continuum overview, Federal, State, and Local Laws overview. Course cost includes: Utah CF Familiarity Certification, CJIS Certified Fingerprinting, Permit Photos, Copying Services, and Shipping. Pre-registration is required.

 

MINIMUM REQUIREMENTS: US Citizen or Legal Alien, At Least 21 Years Old, and Proof of Good Character.
