VICTORY! - Maryland State Police Comply with COMAR 

Background:

Beginning sometime in 2010, a number of Maryland gun owners were denied "collector" status because the Maryland State Police (MSP) had no record of the regulated firearms the applicant owns. There is no requirement under COMAR that an applicant have firearms registered with the Maryland State Police, thus the Licensing Division was exceeding its authority.

This situation came to the AGC's attention in March of this year and the AGC immediately began inquiries with the Maryland State Police in an effort to determine exactly what was happening and why.

After numerous phone calls and over 100 emails over a 5 month period, the Maryland State Police finally agreed to meet with this Association's Legislative Vice President on Friday, July 29, 2011. Present at the meeting were Lt. Col. Stuart Russell (MSP), Lt. Beason and Cpl. Cusimano (MSP Licensing), Assistant Attorney General Mark Bowen and AGC's Legislative Vice President John H. Josselyn.

After several hours the meeting adjourned with Lt. Col. Russell's promise that the MSP would consider the AGC's position and arguments and make a final decision on the collector issue.

We have recently been informed by Lt. Col. Russell that the MSP is "stepping back" from its previous policy of requiring collector applicants have 2 or more regulated firearms already registered with the MSP before being granted collector status. Briefly stated, MSP is once again following COMAR.

We won.

AGC will continue to monitor this issue.
Woollard v. Sheridan - The Saga Continues

This case is still in the United States District Court. Motions for summary judgement have been filed, and a decision on this very import case is expected in the near future.

 

Maryland's Attorney General Douglas Gansler filed a memorandum in support of the Defendants' (Sheridan, et. al.) cross-motion for summary judgement and in opposition to the plaintiffs' (Woollard, et. al.) motion for summary judgement.

 

The Attorney General's memorandum attempts to downplay the citizens' need for concealed carry permits. Mr. Gansler states "Outside of limited exceptions, Maryland does not require a permit to wear or carry a long gun outside of the home."   

 

Delegate Kevin Kelly has requested a clarification by the Attorney General regarding this statement in his Memorandum to the District Court. The Attorney General's response should be entertaining.

REPORT: National Museum of the Marine Corps - AGC Bus Trip

The AGC's Legislative Bus Trip to the National Museum was a success despite the low attendance.

 

All of the reports describing the Museum as outstanding were correct, and visitors do need more than a single visit

to see everything.

 

The displays are in chronlogical order to better convey the history of the Marine Corps, and all of the displays are quite well done.

 

Pictured in the photo the the right are Museum Docent Frank Matthews and Albert Corun, who is Arlington Treasurer Rusty Gunter's father-in-law. Frank Matthews was on the beach and Albert Corun was on board an ammunition ship stationed off shore.

 

The Marines raised the United States flag over Mt. Suribachi on February 23, 1945; which just happened to be Albert Corun's 18th birthday.
