Dear Neighbors,

The final deadline for paying the second installment of your 2011 tax bill is September 6, 2012.  Visit the
Treasurer's site for information on payment options.

The continued hot weather creates perfect conditions for culex mosquitoes which carry West Nile Virus.  The number of cases is already higher than last year. Please read the health update below on ways to protect yourself and your family.

As I mentioned last month, Property Assessments are being sent out earlier this year than last year.  Libertyville Township assessments were mailed.  The final date for Libertyville Township appeals is September 24.  I"ll keep you posted when the other townships send out their assessments.  The County Assessor offers a number of workshops on how to check and appeal your assessment.  As always, the best place to start is with your Township Assessor's Office. For more information read "Understanding 2012 Property Assessment" below. 

If you travel, spend the fall at a second home or have college students, please read about vote by mail.  Remember, this is a 2 step process.

Lake County has as many activities in the fall as it does in the summer.  Check out the Forest Preserve calendar as well as the community events section below.  In addition, the
Lake County Tourism center has a complete schedule. 

 

 

The Forest Preserve has worked on a number of projects this year.  You can read the progress update for more details.   

 

The County Board will begin detailed budget discussion in the fall.  You can review the 2012 budget, as well as other important financial documents.  Remember that you can view the agendas and watch the meetings for both the Forest Preserve and the County Board online, any time!

Voting by Mail Application Available Online

vote button Lake County registered voters, including students away at school and traveling snowbirds, who choose to vote by mail in the November election may download their official application for ballot at LakeVoterPower.info. Illinois law requires each person voting by mail to complete and sign an application for every election before receiving a ballot.

 

Applications also may be requested by contacting the Voting by Mail Department via e-mail at
VotingByMail@lakecountyil.gov, or by calling 847.377.2406.

Understanding your 2012 Property Assessment: Help Centers Available

Property owners should be aware that their assessment notices may arrive slightly earlier than in previous years due to a recent change in state law.  You can subscribe to the Chief County Assessment Office's email news alerts to find out when notices will go out for property owners in our area.

 

In addition, the Chief County Assessment Office will hold two public information meetings and 18 tax assessment help centers this fall to help residents understand their property assessment. Click here to view the full schedule of outreach sessions from August through October.

Appealing Your Property Assessment
 

 Keep in mind that appeals on property assessments must be made within 30 days of receiving your assessment.  Check your appeal filing deadline.   Not all assessments have been mailed.  The following information should help your process.

 

Reasons to Appeal

  • The assessment is based on a factual error (i.e. incorrect square footage).
  • The assessment is greater than 1/3 of the property's recent sale price.
  • The assessment is greater than 1/3 of the property's market value.
  • The assessment is higher than the assessment of comparable properties.
  • Matters of law (i.e. carrying forward prior year residential appeal results, preferential assessment and farmland valuation).

 

Evidence You Will Need

  • A copy of the Real Estate Transfer Declaration, a deed or a contract for purchase
  • An appraisal of your property
  • A list of recent sales of comparable properties (photographs and property record cards should be presented, as well as some evidence of the sale price)
  • A photograph of elements detracting from the value of your property not shown on the property record card and an estimate, in terms of dollars, of their negative effect on the market value
  • Information on the comparable properties if your appeal is on the basis of uniformity of assessments
  • A copy of your property record card

 

The Process

  • Determine the fair cash value for your property (this is based upon 3 years of sale transactions prior to the assessment date).
  • Discuss the assessment with your township assessor's office.
  • Determine the basis for your formal appeal.
  • File a written appeal with the Board of Review by your final filing date for your township.
  • Present evidence of an unfair assessment to the Board of Review at the hearing.
  • Appeal the Board of Review's decision to the State Property Tax Appeal Board if necessary.

Forest Preserve and Environmental News

Free Habitat Walks for Seniors

Gymshoes Explore many of the different habitats of Lake County, learning as you walk. These  free nature walks are designed for senior citizens and paced to the group's ability. The September nature walk will be from 9 to 10 a.m. September 19 at Grant Woods in Lake Villa. For more information, call 847-968-3113.

 

Like to Hike? Take the Hike Lake County Challenge

Walking is one of the easiest ways to add activity to your routine Lake Marie summer and your Lake County Forest Preserves provide the perfect setting. Enjoy fall breezes and autumn colors while exploring designated Hike Lake County trails in scenic forest preserves throughout Lake County. At each preserve, look for Hike Lake County signs at the trailhead to get you started on the right route. Complete just seven of the 12 designated hikes by November 30 and earn a free commemorative shield for your walking stick. Each year features new trails and an opportunity to enjoy the many vistas of Lake County while earning   a colorful new shield. This year includes a hike at beautiful Sedge Meadow.  

 
Discovery Museum  Participates in Blue Star Program

 

Discovery Museum The  Lake County Discovery Museum in Wauconda is offering free admission to all active duty military personnel and their families through Labor Day, September 5, as part of the Blue Star Museum program, a partnership with the National Endowment for the Arts, Blue Star Families, and more than 1,300 museums across America. View a  map and list of other participating museumsThe free admission program is available to any bearer of a Geneva Convention Common Access Card (CAC), a DD Form 1173, or a DD Form 1173-1, which includes active duty military (Army, Navy, Air Force, Marines, Coast Guard), National Guard and Reserve members, and up to five immediate family members. Present your ID card at the Lake County Discovery Museum front desk to receive free admission.

Walk with a Naturalist

9-10 a.m. September 1, MacArthur Woods (Mettawa). One-hour guided nature hike. Explore a new preserve each month. Adults. $1 for residents, $2 for nonresidents. No registration required.  Meet at the Rt. 60 parking lot by the Des Plaines River.

 

 

Dragonfly 

September 15:  Des Plaines River Clean up Day
Join with others to clean up the Des Plaines River. Registration is required. Contact Nancy at coordinator@upperdesplainesriver.org.  Breakfast and snacks provided.  You can work at either Allison Woods in Cook County or Ryerson Forest Preserve in Lake County.

Transportation & Construction Updates
 

 

The Lake County Division of Transportation is now  

accepting adopt a highway applications for the Adopt-A-Highway Program. Enrollment is open through August 31. This program provides residents and businesses an opportunity to contribute towards a cleaner "greener" environment, one mile at a time.

IDOT pavement patching locations.  IDOT has announced its pavement patching throughout Lake County.  Check Lake County Passage for the most up to date schedule

Work on Everett road bridge is complete!   

     

 

 

 

 

The Route 22

Final repairs have been made on various side streets throughout Half Day Road (along Route 22) as of August 17, 2012. 
Work o n the south pathway resumed on July 31st and is anticipated to be completed on August 24, 2012 (weather permitting).

 

The new, permanent signals at Ridge,Tennyson, and Telegraph Road along Construction Half Day Road (Route 22) have been energized and the temporary lighting removed.  The lights at Waukegan Road will not be energized until the bridge signal bridge is complete.
IDOT will open additional lanes when it becomes practical to do so and after permanent pavement markings have been placed.  Pavement markings are anticipated to take place within a week.  Please note that the second left turn lanes will not be opened until after METRA (Union Pacific) sets the signal bridge and the permanent traffic signals have been energized. 

 

Please note that even lanes are opened, there will be times, there will be day time lane closures to complete various contract items and punchlist work.
The majority of the work should be done by September 15. 

 

 

Linden Avenue in Deerfield

The Village of Deerfield will hold a public meeting for questions and comments on the timeline of the Linden Avenue infrastructure improvement.

The meeting will include a presentation by village engineering staff as well as ample time to ask questions and learn more about the issues driving the project. Health News

There have been a number of positive tests for West Nile Virus in birds culex
and mosquitoes in Lake County.  And the Health Department reports the first human case in Lake County since 2010. Please take the following steps to decrease the chance of mosquito breeding on your property.


  • Discard old tires, buckets, drums or any water holding containers. Poke holes in tires used as bumpers on docks
  • Keep roof gutters and downspouts clear of debris
  • Keep trash containers covered
  • Empty plastic wading pools at least once a week and store indoors when not in use
  • Drain unused swimming pools
  • Fill in tree rot holes and hollow stumps that hold water
  • Change the water in bird baths and plant urns at least once a week
  • Store boats upside down or drain rainwater weekly

 SEPTEMBER 2012 HOUSEHOLD CHEMICAL WASTE (HCW) MOBILE EVENT

Appointments are not required for Mobile Household Chemical Waste events.  Residents may simply come to the mobile location between the stated hours, drive through and drop off their HCW materials.

 

SWALCO continues to offer Year-round HCW Public Drop-off Events to collect unwanted HCW items at our Gurnee facility. The facility is located at 1311 N. Estes in Gurnee, IL.  Upcoming 2012 HCW Public Drop-off Events (by appointment only) are held twice a month: the second Saturday of every month and the fourth Monday of every month (except December) 

 

All HCW collections are for residential waste only. Items you can bring to a collection include: CFL bulbs, unwanted prescription medicines and supplements (people and pet), household cleaners, gasoline, garden chemicals, pesticides, oil-based paints and varnishes (no latex), as well as other chemicals.  Please visit the HCW page for a general list of items accepted and not accepted at SWALCO's HCW collection events.  All HCW Collection Events, sponsored by SWALCO, are for Illinois residents (no business waste will be accepted) ONLY and are FREE.

 

All Electronics Collection Events are held separately from our HCW events. Residents can participate in any of SWALCO's Electronics Collection Events held at locations around the county.  Visit the website/Electronics page for a list of dates/locations and items you can bring to an Electronics Collection Event.

Community Events
is Lake County's largest book drive. 
Sponsored by United Way of Lake County, they are hoping to surpass last year's collection of 154,000 books by collection 200,000 books to be given to children in Lake County.  Please consider donating.  Through September 11, new and gently used books can be donated at 50 locations throughout Lake County, including First Midwest Bank locations, freestanding Starbucks locations, and local farmers markets and park districts. Cook Memorial Library facilities will be open on Sundays beginning September 9.  The popular Mother-Daughter book club is back.  Attend the first meeting Saturday September 15 from 10 am-11 am.  For girls grades 6-8 and their mothers.  Find out more about programs for adults , teens and children.

The
Deerfield Park District Fall Brochure has programs and activities for all ages. 

Spend the weekend at  the 58th annual "Art Fair on the Square", Sunday and Monday September 2 and 3 from 10 a.m. to 5 p.m. at Market Square in Lake Forest.

Bannockburn BBQ
