It's hard to believe that September is already here.  Despite sending you an "extra" edition in August, there is a lot of information to share with you.  Most importantly: 

 

The final installment of the  2010 tax bills are due September 6.  Please read below for additional information


It may seem hard to believe that as you pay this final installment, the assessments for the new year are coming out.  I can not stress enough that if you want to appeal your property tax assessment it must be done in the 30 day time frame.  Assessments are done by township and are mailed out at different times during the fall.  I will send reminders based on the lists you signed up for.  If you haven't confirmed your subscription, this is a good time to do so, and you can update your lists and address.  Only the towns of Riverwoods and Mettawa in Dist. 21 have residents in multiple townships.  Please read below for more information.

  Property Taxes: 2nd Installment Due Date
September 6 

It's time to make the final payment for the 2010 property taxes due Tuesday, September 6.

 

To avoid late penalties, payments must be received or U.S. postmarked by September 6. Per Illinois Statute, any payment received after the due date must include a 1.5% monthly penalty.

Forest Preserve and Environmental Happenings 

 

couple hikingAs the weather begins to cool (hopefully!) the events and opportunities in your Forest Preserves change too.  Our annual Hike Lake County has begun.  Hike 7 out of 12 designated trails between August 15 and November 30 and earn a free commemorative shield for your hiking stick. One of the 7 can be a Wild Card trail of your choice.

Since becoming President of the Forest Preserve in December, my goal has been to hike or bike in every Forest Preserve.  The extreme weather of the summer put a damper on some planned bike trips, but I'm half way there.  How many of our preserves have you visited?  Try a new one.  Check out our list of all Forest Preserves.

Greenbelt Preserve is the site of a Living Wall.  Alan Darling invented this beautifulLiving wall vertical garden technology, which improves air quality, energy efficiency and building acoustics. This is the second use of this innovative technology in the U.S., and the first in the Chicago area.  On September 25 you can join local green architect Bill Sturm (who designed the Ryerson Woods Welcome Center and the Greenbelt Cultural Center renovation) and Canadian research scientist Alan Darling on a tour of the new "Living Wall" at the Greenbelt Cultural Center. Registration is required and there is a fee.


FiestaCelebrate Independence for Mexico and Central American countries, including Belize, Honduras and Guatemala at Fiestas Patrias, Sunday, September 11, from 2 to 7 p.m., at the  Greenbelt Forest Preserve, shelter B, in North Chicago. The event is free and open to all ages.
Enjoy music and dance performances, contests and children's activities.

Please Take Forest Preserve Survey!

 

equestrianWhenever I talk or write about the Forest Preserves I try to make sure I use the phrase "your Forest Preserves" because that is what they are.  As Forest Preserve Commissioners our job is to protect and promote our natural resources in a financially responsible manner.  But we need your help! 

Please take 10 minutes and give us your (anonymous) input.  This will help us collect ideas and help plan for potential future recreation improvements.about our existing multiuse trails and equestrian facilities. Transportation Update 

 


ConstructionWe all know that Texting and Driving don't mix.  Distracted driving is the cause of 28% of traffic fatalities.  Here is a strong reminder.  Chairman Stolman and Lake County Coroner Artis Yancey discuss the danger of texting and driving in this video.

There are still a number of important projects throughout Lake County.  Many of these are state roads, so the state is in charge;  communication can be difficult at times, but I will update you as best as I can.  If you haven't checked out Lake County Passage, now is the time to do so!

  

Rt 60 and Peterson Rd  

This LCDOT project is finished and open!  Drivers that travel Peterson Road, in the central area of the county near Grayslake and Round Lake Park, will experience a new road. That's because the intersection has been relocated and reconstructed slightly to the southeast in order to add new turn lanes and traffic signals.  As part of this project, LCDOT reconfigured Chardon Road (located northwest of Peterson Road at IL Route 60) to remove the skewed angle that previously existed in order to improve travel and safety.  Motorists should continue to use caution in this construction area over the next several weeks.  You can view of map of the improvements. 

 

 

 

Route 21 and Rt 137

This is a state project.  While the posted signs state the the project will have begun, the state has not paid all the fees to compensate for the trees that will be removed.  Once those are paid the project can begin.

  

  

Rt. 22

This too is a state project. Changeable Message Signs located on both IL 22 and IL 43  will be updated frequently as the specific dates become  known.

 

Motorists traveling through the area on paving days should expect longer than normal construction delays and find alternate routes if possible.

As long as the weather is good, the plans are as follows:

  

  

On 9/7/11 they will be placing concrete pavement on IL 43 from south of IL 22 to north of IL 22. IL 43 may have additional lane closures in order to deliver the concrete to the paver. Placement of concrete will begin approximately at 6AM and conclude around 8PM.    

  

On 9/14/11 they expect to place the concrete pavement on IL 22 from east of I-94 to Telegraph Rd.  IL 22  will have additional lane closures in order to deliver the concrete to the paver.   IL 22 will be down to one lane with flaggers in place allowing only one direction of traffic to pass at a time. Placement of concrete will begin approximately at 6AM and conclude around 8PM. 


 

Rt 83

Also a state project.  We were just informed that IDOT will be starting

concrete pathcing on Tuesday Sept. 6.

 

This project is scheduled to patch many high profile locations throughout the county, so we know this project is going to be very disruptive to traffic.  The signs are up at every road stretch, even thought they may not get to that location for 2 months.  We will work with the IDOT engineer for more specific details so we can put the information on Passage.  If you haven't signed up for mobile updates, now might be the time to do so!

  

 

The first section being patched is along IL 83 from Buffalo Grove to US 45.  Our staff was told at the last count that there are over 400 patches in the southbound lanes of IL Rte 83 alone. 

 

 

Farm Heritage Festival

Presented by the  Lake County Discovery Museum and the Lake County Farm Heritage Association, this two-day event celebrates farm life from the turn of the century to the present. The media sponsor for the Farm Heritage Festival is the Daily Herald.

 

Tickets are $8 for adults and $4 for seniors (ages 55 and up) and youth ages four through 17. Children three and under are free. A two-day admission pass is also available for $12 for adults and $6 for youth and seniors.  Discount admission coupons are available.

Libertyville Township Assessments  

for 2011 

 

The 2011 Libertyville Township Assessment Roll will be published in the Libertyville Review and Vernon Hills Review on September 8, 2011. In addition, Assessment Notices for the township will be mailed by the end of next week.

Libertyville Township includes the Village of Libertyville, Green Oaks, Mettawa (north or Rt. 60) parts of the City of Waukegan and numerous unincorporated areas including Forest Haven, Libertyville Estates, Countryside Manor, Terra Faire and others.
    
Taxpayers have 30 days from the date of publication to file an appeal.

 

The Final Filing Date for Libertyville Township will be: October 10, 2011


 

 

 

 Assessment Information    

for 2011 

 

The 2011 assessments are starting to be published.  This is done by Township.  As a county board member I don't have anything to do with the assessment of property, but I do want to make sure you are aware of available resources that will teach you to gather the information you need  to provide to the assessors office. If you want to appeal your property assessment for 2011, it is essential that you do so with in the 30 days of receiving the assessment. 


What should you do?
 

 

When you have questions about your assessment the best place to begin is to

contact your local assessorMany times the reason for the assessment can be made clear and the need for filing an appeal eliminated.  

 

Not sure which township is yours?  Visit Find my Local Officials. 

 

If you aren't sure if you are over assessed and need help, the Lake County Chief Assessment Officer holds a series of help sessions.   In addition, the LCC Assessment Office has a lot of information on the web site.  I have included some of the important points below.   

Make sure you have all the exemptions for which you qualify.   

 

 
Do they  have the correct information regarding property, i.e (square footage, number of bathrooms, lot size, fire place, finished basement)

Are there  comparable sales that make you feel  you are incorrectly assessed?

Have you recently purchased your  home and your assessment valuation reflects a market value higher than your purchase price?  

 

Make sure you are familiar with the Board of Appeals Rules. This year they have developed a check list to assist you in determining if you meet the minimum requirements for an appeal.

September 10 in conjunction with the West Deerfield Township and Deerfield Park District at Brickyards Park, adjacent to the Patty Turner Senior Center, 375 Elm Street, in Deerfield.

with the Avon Foundation at Hart Woods, located at the Round Lake Park District, Route 134 and Hart Road, in Round Lake. Each clinic is held from 9 a.m. until noon.

 

The vaccination costs are as follows:

Pets will be taken on a first-come, first-served basis. All animals brought to the clinic must be at least four months old. Dogs must be leashed and cats placed in carriers. Only cash will be accepted on site.


The Health Department's Animal Care and Control Program tracks pet vaccinations and rabies tags, investigates animal bites and complaints of nuisance and neglect, as well as impounds stray animals.

    Emergency Preparedness Month 

     

     

    After the terrible storms Lake County suffered this summer and watching the devastation of Irene, it is timely that September is  National Preparedness Month The Lake County Health Department/Community Health Center encourages all residents to play an active roll in preparing for emergencies.  Please take the time to review these 3 simple steps.  And remember, before we know it the winter storms will be here!

     

    1. Know Where To Go
    The Health Department has worked with the County Clerk's office, townships and municipalities, as well as police and fire departments to develop a plan that would utilize local voting sites as points of distribution should the need for mass medication arise during a public health emergency.  

     

    By utilizing the voting sites, people will go to sites close to their homes, alleviating possible traffic congestion and reducing the need to travel far. Even if you are not a registered voter, or do not participate in the election process, you will still visit a designated voting site to pick up medicine in a public health emergency. Should vaccinations be required during a public health emergency, Lake County residents may be asked to go to a high school location nearby to receive vaccinations.   

    2. Build Your Emergency Kit
    Items for an emergency supply kit include:
    � Water: one gallon of water per person per day for at least three days, for drinking and sanitation
    � Food: at least a three-day supply of non-perishable food
    � Battery-powered or hand crank radio and a NOAA all-hazards alerting weather radio plus extra batteries for both
    � Local maps
    � Dust masks to help filter contaminated air, and plastic sheeting and duct tape to seal doors and windows
    � Moist towelettes, garbage bags and plastic ties for personal sanitation
    � First Aid kit
    � Wrench or pliers to turn off utilities
    � Can opener for food (if kit contains canned food)
    � Prescription medication and eyeglasses
    � Infant formula and diapers
    � Pet food and water, identification and vaccination records, carrier or cage, medication, muzzle and leash
    � Feminine supplies and personal hygiene items
    � Cash in small bills or traveler's checks and change
    � Sleeping bag or warm blanket for each person
    � Complete change of clothing, including a long-sleeved shirt, long pants and sturdy shoes, jacket and other outdoor clothing
    � Important family documents such as copies of insurance policies and bank account records in a waterproof container
    � Matches in a waterproof container
    � Fire extinguisher
    � Mess kits, paper cups, plates and plastic utensils, paper towels
    � Paper and pencils
    � Books, games, puzzles or other child activities
    � A whistle to signal help   

    3. Create an Emergency Preparedness Plan
    An emergency communications plan should include a contact whom family members can call to find other family members during an emergency.  The selected contact should live far enough away that he/she would be unlikely to be directly affected by the same event. Be sure the person knows he/she is the chosen contact. Make sure every household member has the contact's phone number and E-mail address. The plan should also include locations where family members can meet in the event of an emergency.  

     

    Having a pre-determined meeting place right outside your house and another outside your neighborhood will save time and minimize confusion should your home be affected or the area evacuated.  Special needs (elderly, mobility, sight or hearing impaired) neighbors should be checked on prior to departure. Be sure to include pets in your emergency plans.


    National Preparedness Month, sponsored by the U.S. Department of Homeland Security, is a nationwide effort held each September to encourage Americans to take simple steps to prepare for emergencies in their homes, businesses and schools.
