A Note From Ann

Dear Neighbors,
After last week's flurry of weather e-updates, I'm happy to send you a regular monthly newsletter. Please be sure to read the first article which has important safety tips from the Fire Departments. I know I hadn't thought of some of these after a big snow.
At the Forest Preserve we are working on our budget. With the decline in the Equalized Assessed Value of property, we will need to cut our budget by over 2 million dollars in the coming years. We are working hard to ensure your continued enjoyment and safety in the preserves, while being fiscally responsible.
On Friday we worked on the Lake County strategic plan. Our continued focus was how to provide an economic climate to increase employment in the county. We are cognizant of the financial distress many of our residents are suffering. Please see the rest of this newsletter for information on summer employment for youth, Senior Tax deferral registration and other services. Among the items approved at the January Board meeting was a resolution accepting a one time grant of $50,000 from the Healthcare Foundation of Northern Lake County to provide dental assistance to Lake County veterans. County Board meetings are available on-line. If you are interested in a specific item, you can look at the agenda and click on it. This year the Forest Preserve meetings will also be available on-line. I'll keep you posted.
Residents in Lake County take seriously preservation of our natural resources. Not only is this demonstrated by your support of Forest Preserve Referendums, but also by your volunteer efforts in the forest preserve and in your own communities. Please see Community Happenings for more on awards given to Mettawa OpenLands and Libertyville Township.
As always, I welcome your comments on these or any other issues. Government works best when the citizens are heard, so I hope you'll continue to share your concerns.If you'd like me to come to your Homeowner's meeting of other group to address more issues in person, just contact me.

Safety Tips |
Safety Check #1 - Check your furnace intake and exhaust vents to make sure they are not covered in snow. If covered they will cause buildup of deadly Carbon Monoxide in the home.
Safety Check #2 - Check the dryer vent to make sure it is not obstructed by snow. It will cause carbon monoxide to enter home.
Safety Check #3 - Make sure your carbon monoxide and smoke detectors are working.
Safety Check #4- Make sure you clear snow from your nearest hydrant.
Safety Check #5 - Make sure your address numbers can be seen from the street in case fire or police need to identify your house.
Safety Check #6 - Make sure your outdoor gas meter is not covered in snow.

Forest Preserve and Nature News |
The heavy snow storms this week are a good reminder to check the Lake County Forest Preserve winter sports hotline at 847-968-3245 before heading out.
You can have a lot of winter fun including the chance to cross country ski, ice skate, sled, snow mobile, and ice fish.
In 2010 your Forest Preserves purchased over 1400 acres, including the new Dutch Gap Preserve in northern Lake County. You can learn more about the Forest Preserve highlights of 2010.
Visitors to Ryerson Woods and Des Plaines River canoe enthusiasts will be excited by the long awaited removal of the dam at Ryerson Woods. This project started in January and will be complete in July. River bank restoration will also be done.
One of the common questions I get is "What can I do about the coyotes?" There is no doubt that there are more coyotes--and this time of year, when the trees are bare and they are mating you are more likely to see them. To understand more and for tips on decreasing the likelihood of contact, read our Coyote Pamphlet. You can also attend a Coyote Howl at Wright Woods on Sunday February 20 from 4:30-6 p.m. This program is designed for families and registration is required.
Looking for an indoor activity? Visit the Lake County Discovery Museum. There are a number of programs for families. February 21 kicks off the Civil War Sesquicentennial. This is free with Museum admission.
There will be additional events this year commemorating this seminal event in American history. On February 5 Civil War High Tech opened. This explores how the American Civil War influenced technology at the time, and how technology helped the Union win the war. You may also want to find out about the State of Illinois Civil War events.
The Forest Preserve offers a number of camps for ages 5-17 through out the county and at reasonable prices. Register for summer camps before February 15 and get the early bird discount! Scholarships are available in cases of financial hardship.

Senior Tax Deferral Registration |
Illinois residents who are at least 65 years of age (as of June 1), who have resided in Illinois for at least three years and have a total household income of $50,000 or less, can apply for the state loan that charges 6% simple interest per year.
� Must be primary residence � Loan must be paid back at the time of sale, if refinanced, or one year from the date of death � If a mortgage company is involved, the mortgage company must sign off
� Total taxes plus interest can not exceed 80% of the value of the home
Applications must be completed and returned by February 25, 2011. Visit the Treasurer's Office website or call 847.377.2323.

Summer Youth Employment |
The Lake County Board voted to support the summer youth employment program. 150 eligible youth may apply until February 28. For the first time, interested youth must fill out an application and participants will be selected by random lottery. There is also an expansion to the age group and Lake County residents 14-18 who meet the program's low-income criteria may be eligible. For details about the application visit the Job Center or call 847-377-3443 you can also listen to a video conversation with Jennifer Evertt, Youth Program Manager. Youth will be contacted between March and May if they are selected for the program.

Environmental Concerns |
Recent reports in the news about chromium 6 (hexavalent chromium) in water has raised many questions. The Lake County Public Works water meets all current state and federal standards. If you'd like to learn more about the topic, you can read the latest on chromium 6 regulation updates.
The College of Lake County Sustainability Center is made possible by the Illinois Green Economy Network, which unites the 48 community college in Illinois. The goal is to stimulate the green economy of Illinois with workforce training and community outreach. It has resources and events for building and trade laborers, k-12 and other educators, resident and citizen groups, not-for-profit organizations. Transportation Update |
I have heard from many of you about the plowing (or not) of numerous roads. While keeping in mind that this was the 3rd largest snow storm in Illinois history, it is also important to know that there are numerous entities responsible for plowing of roads. Lake County is responsible for Riverwoods, Everett and St. Mary's Roads as well as Duffy Lane. Depending on where you live and work, there may also be other county roads that you drive on. The State of Illinois is responsible for Rts. 22, 21, 45, 60, 120, 137 and 176 (parts). Lake County does not have enough employees or equipment to plow the State roads. You can contact your state officials.
The winter weather has the road projects on hold. However, we are busy working on new projects. Lake County is providing 31.4 million dollars in bond funds for the widening of Milwaukee Ave from Rt. 137 to Rt. 120. Since it is a state road, the state needs to work with residents, businesses as well as the Forest Preserve to refine the project to minimize impacts. Part of the project will include a tunnel under Milwaukee Avenue to connect different bike path connections. Planning for extending the Deefield Rd bike path continues.
In January Lake County signed agreements with a number of communities, including Buffalo Grove, Deerfield and Mundelein, to share Computer-Aided-Dispatch and traffic monitoring data. This information will be fed into the County's Passage system, allowing the County to update traffic information. Be sure you sign up and use Passage to make your daily travels easier.

Help is Available |
While there are some encouraging signs with the economy, many familes are struggling, including those who are used to helping others. Lake County has partnered with the United Way to compile a list of human services.
Food Pantries Libertyville Township recently completed a 1450 square foot addition of a food pantry to the Township office. Those in need of food are welcome to use the pantry service twice a month. The pantry hours are every Tuesday from 10 - 3pm. Donations of nonperishable food is always appreciated. A list of needed non- perishable items is available on the Libertyville Township website. The pantry is open Tuesdays from 10 am to 3 pm. Proof of residency is required the first visit.
Vernon Township has a food pantry. It's hours are Monday-Friday from 8:30 am-4:30 pm and on the first Wednesday of the month from 9 am-1:30pm. Proof of residency is required at the first visit.
West Deerfield Township runs a food pantry year round.
More Assistance The township offices also offer some financial aid and other services. To apply for food stamps or other state services visit Illinois Department of Human Services.

Libertyville Township was the recipient of the Stormwater Community of the Year. It was commended for its active role in preserving and managing open space including the Libertyville Township Open Space District and the Prairie Nature Preserve, and for its participation and leadership in the Bull Creek/Bull's Brook watershed.
The Township is also recognized for the new Atkinson Road flood basin and wetland mitigation bank project in the North Branch of the Chicago River Watershed; the creation and management of the Bull's Brook stream buffer at Casey Farm; and its ongoing land and water restoration in the Liberty Prairie Preserve.
Join The Friends of Ryerson Woods for an evening of music by composer Ralph Vaughn Williams performed by soprano Eleanor Ranney on Sunday, February 13 from 4:30-5:30. This rare collection of songs evokes beautiful scenes of nature and love and loss. Ms. Ranney holds a Masters degree from Mannes Conservatory of the New School for Music in New York City. Dental Discount Card

Lake County it pleased to announce that a new dental program, sponsored by the National Association of Counties, is now available to our residents. This plan is not insurance, rather, it is a partnership with Careington International Corporation. Individuals or families may opt to pay a monthly or yearly fee ($59 for individuals and $69 for families). Cardholders then schedule an appointment with a participating dentist or specialist (includes orthodontia) and present thie card to receive a discount at the time of service; this can be as much as 50% for dental work and 20% for orthodontic service. Currently 200 providers in Lake County particiapte. Materials are also available at libraries and township offices.
