Dear Neighbors

As you know, there is a general election on Tuesday November 2.  Many of you have already participated in early voting.  For more information on polling places and early voting, see below.

During the first week of October all County committees discussed the proposed county budget.  We will be cutting approximately 9 million dollars from the budget.  There were some proposed changes, including partial funding for the University of Illinois Extension Service.  This and other changes will be brought back to the finance committee on November 10, with the final budget to be voted on by the entire board on Tuesday November 16.  You can look at the budget.

All residents of West Deerfield Township (Bannockburn and parts of Riverwoods) and all residents of Vernon Township (Lincolnshire, parts of Riverwoods and the part of Mettawa south of Rt 60) be sure to read the property assessment information below.

There are a number of road closures, please be sure to check below so you don't get surprised.

I've high lighted additional decisions below.  If you'd like more details, the

County Board meetings are available on-line.  If you are interested in a specific item, you can look at the agenda and click on it.  In the next year the Forest Preserve meetings will also be available on-line.

Property Assessment Information
Residents of West Deerfield Township, which includes Bannockburn and parts of Riverwoods,  your assessments have been published and you should have received them.  You have until November 14 to file an appeal.  For more information see the link below.  Residents of Vernon Township, which includes all of Lincolnshire and parts of Mettawa, Riverwoods and Deerfield, should have received their 2010 assessment notice in the mail.  All your appeals must be filed by October 25.  I have compiled an informational newsletter that gives you information on checking your assessment and the appeal process. 
Forest Preserve and Nature News
In October the Forest Preserve bought over 142 acre property in the northern part of the county. This beautiful property includes restored prairie, a pond and McCLure pondlovely oak-hickory savannas.  This brings to the number of acres in the area to over 2000, creating an incredible opportunity for trails, wildlife habitat and restoration.
 
At the same meeting we also approved the purchase of a 4.8 acre property as an addition to the Oak-Hickory Forest Preserve, which is near Van Patten Woods preserve.  This preserve offers a little bit of everything--trails, an 86 acre lake and plenty of room to roam after a picnic.

Fall is a wonderful time to get out and explore your forest preserves, and the Hike Lake County Program offers you an incentive to visit some new preserves.  Hike 7 out of 12 designated Lake County Forest Preserve trails between August 15 and November 30 and earn a free commemorative shield for your hiking stick.

The Friends of Ryerson Woods will be sponsoring the ever popular Halloween gourdsHikes.  This is a great event for families.  Take a hike in the woods and see skits (not scary!) and finish the evening up with a donut and  cup of cider. Hikes are on Friday October 29 and Saturday October 30.  Hikes are an hour long and begin every half hour from 6 to 8 pm.  Be sure to list your desired start time when you register.  To register for this and other events, see the Friends of Ryerson calender of future events,.


Give Peace a Chance :  John and Yoko's Bed-in for Peace
 
Is a special photography exhibit at Lake County Discovery Museum   It opens October 9 and runs until January 2, 2011.  It features never before photos by Life Magazine journalist Gerry Deiter.  Currently the museum is featuring a juried exhibit by mid west artists:  The Farm:  Images from the heartland.

Interested in Grassroots opportunities?  Are you willing to get a little dirty?  Collect some data for conservation?  In addition to the Forest Preserve volunteer programs, you can also get involved with the Chicago Wilderness Habitat Program.  You can be trained to monitor sites for dragonflies, butterflies, or be part of a bird or plant blitz!  Learn more at the Volunteer Stewardship Network.
Riverwoods and Everett Roads Intersecion

Intersection of Everett Rd and Riverwoods Rd to Close for 14 Days

October 27 - November 10

 

The Lake County Division of Transportation will close the intersection of Everett Road and Riverwoods Road in Lincolnshire to all traffic beginning October 27. The intersection is scheduled to reopen to traffic on the evening of November 10. The closure is necessary to complete the final construction stage of the new roundabout intersection.  When it reopens, the roundabout will be functional.



Local traffic will be allowed on Everett Road from St.Marys Road to the intersection of Riverwoods Road and from Riverwoods Road to Illinois Route 43, Waukegan Road. For Riverwoods Road, local traffic will be allowed from Illinois Route 22, Half Day Road to Everett Road and from Everett Road to Illinois Route 60, Townline Road. The intersection of Everett Road and Riverwoods Road will be closed to all traffic. The park entrance on Riverwoods Road, south of Everett Road will be able to be accessed from Illinois Route 22. 

 
Detour Routes:

Everett Rd - IL Route 60, Townline Rd to IL Route 43, Waukegan Rd
Riverwoods Rd - IL Route 60, Townline Rd, to IL Route 21, Milwaukee
Ave, to IL Route 22, Half Day Rd.

Transportation Update
 
Deerfield Rd Will Close at the Des Plaines River

Starting Tuesday, October 19, 2010 beginning at 7:00 am Deerfield Rd will be closed for four days at the Des Plaines River.   Deerfield Road is scheduled to reopen to through traffic in the evening of October 22, 2010.


The closure is necessary to install the Bicycle/Pedestrian Bridge over the Des Plaines River, as part of the construction of a new Bicycle/Pedestrian Path south of Deerfield Road from the Lake County Forest Preserve's Des Plaines River Trail to Thornmeadow Road. This Bicycle/Pedestrian Bridge Project is part of an overall plan to extend a multi-use Path east to Saunders Road.

Local traffic will be allowed on Deerfield Road from Milwaukee Avenue to the Deerfield Road Bridge over the Des Plaines River and from the Bridge east to Saunders Road. The Deerfield Road Bridge will be closed to all traffic for the installation of the Bicycle/Pedestrian Bridge.

The detour route for this closure is Illinois Route 21/U.S. Route 45, Milwaukee Road to Lake Cook Road (County Route A-50), to Saunders Road (County Route W-24).


Route 22 and Milwaukee Ave Intersection is complete !
There may be some temporary lane closures during the day to finish median work.

 

Milwaukee Avenue Interchange and Tri-state
The project includes reconstructing the westbound entrance and eastbound exit ramps and will require complete closure of the interchange throughout construction. This work is scheduled to be complete by early November.

The project will begin by closing both the westbound entrance and eastbound exit ramps and setting up a detour route directing traffic to the Grand Avenue interchange. Traffic planning to enter westbound I-94 will be directed to continue northbound on Milwaukee Avenue then west on Grand Avenue (IL Route 132) to reach the westbound entrance ramp. Eastbound I-94 traffic wanting to exit at Milwaukee Avenue will be directed to exit at the eastbound Grand Avenue exit then east on Grand Avenue to reach Milwaukee Avenue. Some temporary lane closures on the Tollway and on Milwaukee Avenue are expected.


Voting Information

The grace period registration for the November 2 General Election began on Oct. 6 and is available until the close of business on Oct. 26 at the County Clerk's office, 18 North County Street, Waukegan, during regular business hours 8:30 a.m. to 5:00 p.m. Mondays through Thursdays and 8:30 a.m. to 7:30 p.m. Fridays. The Clerk's office will not be open late on Friday, October 8 and will close at 5:00 p.m. 
 
During grace period registration, Lake County residents can register update their Lake County voter registration information and may vote in the November 2010 General Election only at the Clerk's office at the time of their registration. New registrants must be U.S. citizens, residents of their precinct for 30 days immediately prior to Election Day, 18 years old on or before the election, and must provide two forms of identification.

Environmental Concerns
Did you know  SWALCO    has YEAR-ROUND RESIDENTIAL COLLECTION EVENTS at their permanent facility? 

The year-round program offers collections twice a month: the second Saturday of every month and the fourth Monday of every month (except December).  These collections are for residential waste.  Business, Commercial and Institutional waste will be turned away. The Gurnee facility is located at 1311 N. Estes Street.   Please use Route 41 to Delany Road (north) to Grove (east) to Estes.  The next 2010 public drop off dates are:
  • Monday October 25
  • Saturday November 13
  • Monday November 22, 2010

Appointments are necessary. Before the cold weather sets in with the need for heating the house, take a few moments and look at ComEd's energy saving tips.

Notice of Public Hearing
Completion of Post Closure Care
Land and Lakes Wheeling Landfill

On April 29, 2010, Land and Lakes Wheeling submitted and application for certification of completion of post closure care to the Illinois Environmental Protection Agency (Illinois EPA).  The Land and Lakes Wheeling landfill located at 21488 N Milwaukee in Deerfield has been closed since May 30, 1995, and post closure care has continued at the landfill since that time.
 
A public hearing on this application has been scheduled for:
Tuesday, November 9, 2010, from 6 p.m. to 8 p.m.

The public hearing will begin at 6:00 p.m. and end no later than 8:00 p.m. If a large number of people wish to speak, time limits for each speaker will be set by the Hearing Officer.  Comments will be limited to those relevant to post-closure completion, the application and the application review process. Written comments will be accepted as part of the Hearing Record for 45 days before the hearing, at the hearing, and for 30 days after the hearing (if postmarked by midnight Thursday, December 9, 2010).
