Update On The Black Lagoon - Yesterday I spoke with Lic. Eduardo Garcia Marquez from the Municipal office of Development and Ecology to get an update on the sewage cleanup. He told me that following the break in the sewage lagoon the municipal government took immediate measures to protect the beaches but were restrained by federal agencies from doing any major clean up until a full investigation was completed. When SEMARNAT, the federal environmental protection agency and PROFEPA, the federal environmental prosecutor, completed their investigations, they presented the municipal government with specific standards that had to be met for the reconstruction of the treatment lagoon and the cleanup of the beach. All last week scores of truckloads of clay and dirt were hauled in to reconstruct and enlarge the damaged lagoon. The empty trucks hauled out contaminated waste and litter.

The detailed outline for the construction and concession for the new waste treatment plant has been completed and the formal bidding period will begin very soon. Apparently there are at least three groups interested in the concession.

Lic. Garcia Marquez says that even though the recent problems with the sewage treatment lagoon are regrettable, the good news is that the crisis will accelerate construction of the new treatment plant. He will be sending a formal report when it is completed. Airlines To Charge For Luggage (courtesy Of The Baja Pony Express)

A. My husband just flew to La Paz on Alaska last week. On the bottom of the ticket it read after July 1, one piece of checked baggage will be allowed free of charge. The second is $25.00.

B. Saw on the news last night that AMERICAN AIRLINES will start charging $15 for EVERY first bag sent through check in. They have not announced what the price will be for a second bag. It is expected that one or more additional airlines will begin charging for this. What a mess this is going to be for all of us checking in. Money will have to be collected for EACH passenger who check in a piece of luggage. MOST people will have to check in a piece of luggage if it has makeup; shaving stuff, cologne/perfumes, etc.

C. I read in the paper this morning about the AA bag charge too. It goes into effect on May 15th. 15.00 for the first bag, 25.00 for the second and all the way up to 150.00 if you really must bring everything including the kitchen sink! Linda

Taking The Baja Ferry (courtesy, Baja Pony Express) - I left last week headed for Baja Ferries, the mainland and Noglales/Tucson, and I had my 'expired' auto permit that I had purchased in December of 2007. In La Paz they told me that I could cross on the ferry, and use this old expired permit as long as I turned it to the Auto Permit Booth on the way out of mainland Mexico. I turned it in, got a receipt which she told me to hold onto, and now, when I return in late November need to get another permit.

There were originally going to be three of us on this trip. But, the other lady from Todos Santos, could not get issued an auto permit to cross to mainland, because her ex husband had not returned the permit on a completely different vehicle. So, she did not make the trip across on Baja Ferries with us.

The trip was fairly uneventful, except we were stopped many times and then waived on, slowed us down. Lots and lots of construction, they are widening the road, so in the long run it will be much better, although without the military stops and the detours the road now is 1000 times better than Mexico 1 down the Baja. We stayed at the Hotel Marina in Topolobampo which now allows dogs, and about 150 miles from Nogales at the Mission Motel, which also allows pets, with restaurants nearby, and internet accessiblility, and both hotels were under $40, clean and quiet. We took the toll road and its about $40 by the time you finish at Nogales. There is a non toll road, inferior roads, and not too many places to stop, and lots of big trucks, lots of pot holes. Crossing At Tecate (courtesy, Baja Pony Express) - We recently pulled a 40 foot fifth wheel north through Tecate. Had virtually no wait at the border. Measured the distance from the Tecate turn off just above Ensenada to the junction of US 52 and US 15 using Google Earth. It is 17 miles farther to this junction, than going through the lines at TJ, but well worth it. Tecate to US 94 to US125 to US 52 to US 15. You miss all of TJ, and San Diego. 94 has a few curves going down the hill.

If you are heading to northern CA, you can also miss all of LA by going up 15 to 395 to 58 to Bakersfield. There is also a new Pemex just a few miles north of Tecate to fill up prior to crossing into the US. - papabear[-at-]starband.net, Los Barriles
