AIANYS Installs 2011 Officers and Directors
On January 20, 2011 AIANYS held the installation of the 2011 officers and directors at The Desmond Hotel in Albany. Burton Roslyn, AIA, 2009 President, administered the oath of office to the 2011 officers and directors. He then presented the presidential medal to 2011 President David Businelli, AIA. Frank Pitts, AIA, Terrence O'Neal, AIA and Shanntina Moore, Assoc. AIA were recognized for their years of service to the board.
On January 21, the 2011 orientation session was held. The inaugural 2011 board of directors meeting followed the orientation.

AIANYS Legislative Program Adopted
The 2011 AIANYS Legislative Program was adopted by the Board of Directors during the first meeting of 2011. The Government Advocacy Committee met by conference call prior to the board meeting and put together the program.
The following are the top legislative priorities for 2011:
-Historic Preservation Tax Credit-Full Implementation
-Qualifications-Based Selection of Professional Design Services-extend to state authorities
-Non-Design Professional Ownership-Up to 25%
-Design Liability Reform
-Alternate Project Delivery
-Good Samaritan Act
Bills AIANYS Oppose if they are re-introduced:
-Professional Certification, prohibition
-Criminal Prosecution for Building and Fire Code Violations
-Construction Threshold
The 2011 Architects in Albany Lobby Day will be held on Tuesday, May 3, 2011. As in previous years, AIANYS will once again hold a webinar prior to Lobby Day, date to yet be determined. |

2011 AIA Compensation Survey

Ownership Transition for the Design Professional Program in Syracuse February 10, 2011
Ownership transition for the design professional is an area that will have to be addressed in every firm. Whether the transition is the result of a merger or reorganization, the sale of a minority interest to an associate, the outright complete sale or a reduction of ownership on death, retirement or disability, each design professional will eventually face the complexities of ownership transition for all or a portion of his/her firm.
To have a smooth and proper ownership transition plan requires advance planning. The unexpected death, disability and/or retirement of a principal can leave a firm that has not addressed this in a state of confusion. In addition, the financial consequences to either the firm and/or the selling shareholders/owners can be adverse.

NY Building Congress Urges Investment for State's Transportation Network in White Paper to Governor Cuomo
The New York Building Congress recently led a coalition of civic and building industry organizations to highlight and make recommendations on key transportation infrastructure issues that await Governor Andrew Cuomo and his new administration. The coalition said the following steps are needed to ensure that New York's roads, bridges and trains remain reliable: fix existing funding streams for transportation infrastructure; use public-private partnerships to finance, build and maintain new infrastructure, a model with proven success in other parts of the country; make practical changes to the procurement and project delivery process that could substantially reduce the time and cost of project delivery; and ensure that the State's transportation agencies have the talent, from top to bottom, to generate creative solutions to fix the State's rapidly aging transportation network.
The white paper notes that the New York State Department of Transportation (NYSDOT) and the Metropolitan Transportation Authority (MTA) are predicting combined capital funding gaps of nearly $20 billion through 2014. The gap is likely to grow, the coalition warned, as a result of the national midterm election and the prospect that a new crop of leaders will substantially decrease federal support the agencies have already budgeted for transportation projects.
The new Administration is also encouraged to leverage private sector funds and expertise through public-private partnership (P3) arrangements. A spectrum of P3 models exist that enable governments to significantly reduce their exposure to risk and overall costs to the public while improving transportation networks.
Most importantly, the coalition also urges the Governor to address a host of inefficiencies in the State's procurement processes and regulatory regimes that, taken together, add significant additional costs to each project. Recommendations include performing a cost-benefit analysis of the array of State regulations, and permitting accelerated project delivery methods.
