MAINSTREETS Convention-Register Now!
Registration is now open for Re-Build New York: MAINSTREETS, the first-ever joint convention between AIA New York State, AIA Rochester, AGC of New York State, ACEC New York, NYS Society of Professional Engineers, NYS Association of Professional Land Surveyors and American Society of Landscape Architects, New York Chapters. The convention will be September 24, 25, 26 at the Hyatt Regency Hotel and the Riverside Convention Center in Rochester. All AIANYS members received a postcard in the mail this week announcing that registration is open. AIANYS has gone green! As a way of conserving precious resources, the convention brochure is all online this year. Printed brochures will not be mailed out to each member. All the information on seminars, tours, the product showcase, keynote luncheons, golf tournament and all evening social events is there. AIANYS members will have the opportunity to earn up to 12 LUs/HSWs. Topics will include: sustainable and green design, practice management, risk management, latest trends in materials, and much more. Attendees will also have the opportunity to tour the unique architecture and historical landmarks of Rochester and earn continuing education credit. Registrations received after this date will be charged a $50 late fee. Online registration will close on September 16, 2009. Hotel Information: The Hyatt Regency Hotel is connected to the Riverside Convention Center through a covered walkway. It is located at 125 East Main Street in downtown Rochester. MAINSTREETS Golf Tournament-September 23, 2009 If you are looking for a fun, relaxed event before the seminars start, the associations participating in the convention have organized a golf tournament on Wednesday, September 23, 2009 at Ravenwood Golf Course in Rochester. Ravenwood Golf Club has been voted one of the most challenging public courses in New York State. It has a newly renovated clubhouse and redesigned bunkers. The golf tournament is $120 per person. The fee covers greens fees, golf cart, lunch, snacks during play and a light reception where prizes will be awarded. Lunch will be served at Noon, modified shotgun start at 1 PM. AIANYS Honor Awards Nominations Are Due July 31-Final Notice! There is still time to submit a nomination for the 2009 AIANYS Honor Awards. The deadline is Friday, July 31, 2009. The AIANYS Honor Awards program was instituted to provide appropriate recognition to individuals who have influenced the profession of architecture in New York State. These awards reflect notable contributions, outstanding service, or specific actions taken by architects, legislators, or organizations who demonstrate a pattern worthy of distinction. Specific awards recognize outstanding contributions to the profession in education, industry or government. Receiving an honor award is one of the best ways to acknowledge a member of AIANYS for their hard work and dedication to the profession. Members of the AIANYS Board of Directors or an AIANYS component may nominate eligible individuals per the AIANYS Award description. Legislative Wrap-Up As you all know, this has been a year unlike any other in New York State politics. The June 8th coup in the Senate left everything in flux until mid-July. After that, the Senate finally began work passing legislation. They left Albany toward the end of July, but may be called back for special session in September. The Assembly finished their work in June. For 2009, AIANYS top priorities were: Alternative Project Delivery; Corporate Practice of Design Professionals; Green Schools Construction. AIANYS also supported:Qualifications-Based Selection of Professional Design Services; Smart Growth/Livable Communities; Historic Preservation Tax Credit; Good Samaritan Act; Design Liability Reform; Funding for Prosecution of Illegal Practice. AIANYS opposed the following bills:Construction Threshold; Design Delegation; and Damages for Delay. Below is the status of all of our legislative priorities. SIGNED INTO LAW Historic Preservation Tax Credit was passed by both the Senate and Assembly and was signed into law by Governor Paterson on Wednesday. This bill provides a tax credit for rehabilitation of historic properties. These projects can be implemented in a very short time and should "jump start" design work. The legislature also passed legislation to protect historic districts and landmarks from demolition by neglect by allowing regulations prohibiting lack of maintenance or improper care.
PASSED BOTH HOUSES SED (Office of Professions) Licensure was passed by both the Senate and Assembly and is awaiting the governor's signature. This bill authorizes the commissioner of education to impose a 15% surcharge on any professional fee imposed that is subject to deposit in the office of professions account. Our goal is to increase the Department's ability to curtail illegal practice. PASSED ONE HOUSE QBS (Qualifications-Based Selection of Professional Design Services) was passed by the Assembly, but died on the Senate floor. This bill requires public authorities to negotiate with most qualified architectural and engineering professional firms before negotiating with other firms. DIED IN COMMITTEE Alternative Project Delivery, Good Samaritan Act, Green Schools, Non-Design Professional Ownership, Smart Growth, Statute of Repose SUCCESSFULLY OPPOSED AIANYS is pleased to report that we were successful in killing these bills which we opposed as part of our legislative agenda. Construction Threshold would have raised the threshold for construction of buildings where the services of architects, engineers or land surveyors are required. Died in committee. Damages for Delay would have required public contracts to include clauses authorizing contractors to recover damages for delay for itself as well as on behalf of subcontractors. Died in committee. Professional Certification, Prohibition would have granted cities authority to review and approve plans for the construction of structures proposed to be made within its boundaries. Died in committee. There was no 2009 legislation for Design Delegation.

AIANYS Member Named President of NCARB AIANYS member Andrew W. Prescott, AIA was recently installed as President of NCARB at its 90th Annual Meeting and Conference in Chicago. Most recently, he served as the Council's first vice president and treasurer. As President, Prescott will guide the implementation of the Council's Strategic Plan with a focus on improving customer service, updating the IDP requirements to more closely align with the current practice of architecture and upholding the integrity of the ARE. He has been involved with NCARB since 1988. He received NCARB President's Medal for Distinguished Service in 2008. He was founder and executive principal of Einhorn Yaffee Prescott, an expertise-based, integrated architecture and engineering design firm that specializes in education, government, science and technology and historic preservation projects. The firm has offices in Albany, New York City, Boston, Greenville, SC, Orlando and Washington DC.

State Asset Maximization Commission Moving Forward with Pilot Projects
Executive Director of the New York State Commission on Asset Maximization, Sam Barend, recently spoke to The Business Council on the commission's latest activities. Governor Paterson recently accepted the final report from the Commission. The Commission was charged with broadly examining whether asset maximization can benefit the State, as well as whether any specific New York assets are suitable candidates for Public-Private Partnerships (PPPs).
The final report contains 27 major recommendations to help create jobs, generate economic activity and benefit colleges and universities across New York State. A series of pilot projects, including alternative project delivery methods, is being developed. | AIA Partners with ICC and ASTM to Co-Author International Green Construction Code
The AIA recently joined the International Code Council (ICC) and The American Society of Testing and Materials (ASTM) at the ICC's Washington Headquarters to sign an agreement to co-author a green building code. The "International Green Construction Code: Safe and Sustainable By the Book," is committed to develop a model building code focused on new and existing commercial structures. This will join the other International Codes (Building Code, Residential Code, Energy Code, Mechanical Code) and will be coordinated with them avoiding conflicts or competing requirements.
As a specific code, it will be subject to adoption by the authorities having jurisdiction, so New York State would have to adopt it as part of its family of codes just as other jurisdictions would have to adopt it as well. Once this is adopted, it would move green building from voluntary programs into minimum compliance standards for all buildings. The final version is expected to be published along with the other I-Codes in late 2011 for states to adopt by 2012. AIANYS member Peter J. Arsenault, AIA, LEED-AP, is the Vice President for the AIA Board Advocacy Committee and has been involved with green and sustainability issues since 1980. He states, "I am personally delighted to see this collaboration between AIA, ICC and ASTM elevate the role of green building design and construction into a coordinated, mainstream format."

International Code Council Annual Conference November 1-4, 2009 The 2009 Code Council Annual Conference will be held November 1 through 4, and is sandwiched between the Code Development Hearings that run October 24 through 31 and November 4 through 11. The Conference and Code Hearings will be held at the Hilton Baltimore. The International Code Council is offering a stimulus package so members and other stakeholders can attend its Annual Conference and Code Development hearings on a tight budget. A nominal registration fee includes education, more than 15 seminars to choose from over two days with opportunities to earn CEUs and LUs, the Annual Banquet dinner, a welcome reception, six meals over four days and free Internet access in the Cyber Cafe. There is no charge to attend the 2009/2010 Code Development Hearings, which for the first time begin a single cycle of code development between the 2009 and 2012 editions of the International Codes. Certification testing will be available during Conference on a walk-in, first-come, first-served basis. Tests include building, electrical, plumbing, mechanical and fire. Conference allows delegates to network professionally and socialize with peers and other experts. The popular Cracker Barrel, a roundtable luncheon discussion on several topics simultaneously, is on the schedule. Expo showcases products and services. Mid-Atlantic Precast Association Announces Judges for Design 09 Competition The Mid-Atlantic Precast Association (MAPA) has named a panel of judges for Design 09, its new awards competition. The industry group established Design 09 to showcase innovative and effective use of precast concrete in the mid-Atlantic region. Design 09 includes two separate competitions: one for professional architects and one for students. Nominated projects must make significant use of precast concrete, must have been completed or conceived within the past five years and must be located in one of the states served by MAPA. Anyone may nominate a project and there is no cost to make a nomination, but all nominations must be received by Friday, September 4, 2009.
