AIANYS Installs 2009 Officers and Directors
On January 14, 2009 AIANYS held the installation of the 2009 officers and directors at The Desmond Hotel in Albany. Orlando Maione, AIA, 2008 President, administered the oath of office to the 2009 officers and directors. Maione then presented the presidential medal to 2009 President Burton L. Roslyn, AIA, who reflected on his many years of service to AIA. On January 15, the 2009 orientation session was held. As part of component outreach for 2009, AIANYS offered a free 90-minute webinar "Board of Directors and Non-Profit Organization Leadership Governance" to all 2009 Chapter Presidents and President-Elects. Terrence Canela, Esq., CAE, Associate General Counsel of AIA, presented this webinar which covered legal issues pertaining to non-profit organization governance, including state legal requirements for non-profit corporations, board of director fiduciary duties, and governing documents (Bylaws, Rules of the Board and minutes), as well as best practices. Governance matters specific to the AIA were also covered, including anti-trust, policies and parliamentary procedure. Special thanks to webinar sponsor: Prosurance Redeker Group, Ltd. 2009 Convention-Call for Presentations
The 2009 convention, Re-Build New York, MAINSTREETS, will be held September 24, 25, 26 in Rochester. AIANYS and the 2009 Host Chapter, AIA Rochester, will for the first time collaborate with AGC of New York State, ACEC, NYS Society of Professional Engineers, NYS Association of Professional Land Surveyors and American Society of Landscape Architects, New York Chapters. The convention will be held at the Hyatt Regency Hotel and the Riverside Convention Center. AIANYS is now accepting proposals for program presentations at convention. The deadline for proposals is March 20, 2009. Program notification will go out in April. Submissions will only be accepted electronically in a Word document using the 2009 submission template. | Architects in Albany Lobby Day-March 24, 2009
This year's Architects in Albany Lobby Day will be held on March 24, 2009. Lobby Day briefing will be held at the Hampton Inn on the morning of Lobby Day, with Continental Breakfast at 8:30 a.m. This year marks the return of the reception with legislators. It will be held at 5 PM at the terrace of the LOB. The 2009 AIANYS Legislative Program will be posted on the website shortly. AIANYS received the AIA Government Affairs Assistance Grant for State Components which provides matching funds to state components to assist with government advocacy efforts. This grant will be used to fund a Legislative Lobby Leadership Training, a training session which will be held before Lobby Day (the date and time to be announced-be sure to check out the AIANYS website for updates). Save the Date-2009 AIANYS Spring Symposium April 1 and 2, 2009
The 2009 AIANYS Spring Symposium has a new format this year! This year's initial symposium will be held April 1 and 2 and will be provided by and held at the Lighting Research Center at RPI in Troy. This program titled, "Tools and Techniques for Sustainable Daylighting," is being funded by a grant from NYSERDA. The first day will cover the design of buildings to improve daylight access. Topics to be discussed include: building location, fenestration technologies and sun control. The second day will cover the design, specification, selection and commissioning of daylight harvesting systems that reduce or turn off electric lighting in response to daylight. Sessions of this program will also be scheduled later this year for five other locations in New York State. This program will include lectures, case study reviews and hands-on sessions. The faculty and staff of the Lighting Research Center will be conducting this cutting-edge program. The first day is geared toward architects, the second to engineers. The program has been submitted to AIA for continuing education credit under the new sustainable CE requirements (6 LUs/HSW for each day). Approval is pending.You will have the option to register for one or both days. Space is limited to 50 participants. The registration fee is $100 per day. Registration will be coordinated through RPI. Building in the 21st Century: Public Construction Law Reform and Opportunities for Savings Report Released
The report resulting from the program held by AIANYS and New York City Bar in Albany in November "Building in the 21st Century: Public Construction Law Reform and Opportunities for Savings" has been released. The report includes sections by each of the presenters at the program. These sections are: why we need to do this, cost savings, impediments posed by New York State Laws, potential for improvement, cooperative project delivery, AIA integrated project delivery, qualitative implications of change, improved overall quality of construction, and better builders will become involved in public sector construction.
This report also includes a list of the program attendees, the letters written to Governor Paterson from AIANYS and New York City Bar, an executive summary of the construction law committee report and a chart of the six key strategies of public private partnerships. AIANYS Wrote Letter to the Editor to Statewide Newspapers in Response to Governor Paterson's Budget
Edward Farrell, Executive Director of AIANYS, recently wrote a Letter to the Editor and sent it to all the major newspapers throughout the state in response to Governor Paterson's budget. The letter has been printed in the Auburn Citizen, Buffalo News, Staten Island Advance, Times Herald Record (Middletown), Times Union and Troy Record. Here is the letter: With the gloom and doom state budget already presented, there are several unique opportunities which do not raise taxes, cut education or cause layoffs. One such opportunity is the multiple contract requirement for construction work on public buildings, also known as the Wicks Law. Governor Paterson proposes to release schools from this requirement and to raise the threshold for avoiding this wasteful practice to $10 million for New York City, while leaving the suburban New York counties at $1.5 million and $500,000 for the rest of the state. This threshold differential makes no sense and is particularly insulting to upstate. Why exempt only schools? If it is a waste of money for school districts, then it is a waste of money for everyone. The whole thing should be repealed - for everyone. A second item included in the Executive Budget would allow SUNY and CUNY to award contracts by utilizing alternate modern procurement methods for capital projects. Once again, this would save money, but why limit it to just two state agencies? If there are cost savings, why not have that benefit apply to all governments? With the enormity of the state deficit, it can no longer be "business as usual." Architects develop the specifications for capital projects and we know that the existing statutory requirements waste money. Simple changes such as these can result in savings for the ultimate consumer - the taxpayer. |
AIANYS Co-Sponsors NYS Rehabilitation Tax Credit Strategy Summit
AIANYS, along with the New York State Urban Council, Preservation League of NYS, Metropolitan Development Association of Syracuse and Central NY, National Grid, Key Bank, Clinton Brown Company and Cannon Heyman & Weiss, sponsored the NYS Rehabilitation Tax Credit Strategy Summit on January 16 at the National Grid Auditorium in Syracuse. Architects, developers, economic development officials, tax credit professionals and others from throughout New York State came together for presentations and discussions on the 2009 campaign to secure an expanded NYS Rehabilitation Tax Credit Program. Edward Farrell, Executive Director served as a panelist for Securing Rehabilitation Stimulus-Political and Messaging Strategy. The governor vetoed the Rehabilitation Tax Credit last year. This coalition's goal is to work toward providing an effective incentive for economic redevelopment and community revitalization in commercial districts and residential neighborhoods across New York State. Geier and Bearsch Named College of Fellows Regional Representatives Guy Geier, FAIA, of FXFLOWLE Architects PC, New York and Lee Bearsch, FAIA, of Bearsch Compeau Knudson Architects & Engineers, Binghamton were approved by the Executive Committee of the College of Fellows to serve as the College of Fellows Regional Representative for the New York Region for a term of three years. The purpose of the Regional Representatives Program is to provide a personal link for the Fellows between Institute and the College. The main focuses of the College are fellowship, mentorship, and the College's research initiative, the Latrobe Prize. Additional objectives include: identifying and encouraging those members in your region who meet the criteria for fellowship to apply, creating opportunities for mentorship between the fellows and emerging professionals in your region, and promoting the research findings of the Latrobe Prize recipients. AIANYS Members Receive AIA Institute Honor Awards
AIA recently announced the 2009 recipients of the AIA Institute Honor Awards, the profession's highest recognition of works that exemplify excellence in architecture, interior architecture and urban design. AIANYS members are among the 25 recipients of these awards. They will be honored in April at the AIA 2009 National Convention and Design Exposition in San Francisco. The following have been awarded the 2009 Institute Honor Awards for Architecture: Grimshaw Architects, New York, for Horno: Museo del Acero in Monterrey, Mexico; Thomas Phifer & Partners, New York, for Salt Point House in Salt Point, NY; Renzo Piano Building Workshop with associate architect FXFOWLE, New York, for The New York Times Building in New York City and John G. Waite Associates, Architects PLLC, Albany, for the Basilica of the Assumption in Baltimore, MD. AIANY Member Services & Emerging New York Architects Committees Launch ARE Boot Camp
The AIA New York Chapter Member Services & Emerging New York Architects Committees are launching the A.R.E. Boot Camp series beginning February 7, 2009 at The Center for Architecture,536 LaGuardia Place, New York. This is a pilot program of seven Saturday courses designed to jump-start A.R.E. preparation for interns and associates. Go to www.aiany.org/are for more details. Governor Paterson Unveils 45 by 15 Program in State of the State Address
During his State of the State address, Governor Paterson outlined his clean energy plan setting a 45 by 15 goal that 45 percent of New York State's electricity needs will be met though improved energy efficiency and greater use of clean renewable energy by 2015. This plan will reduce air pollution and create an estimated 50,000 jobs. Governor Paterson also announced the creation of a clearinghouse to serve as a single point of access for information on all energy efficiency programs for schools, hospitals and local governments. A website will be created to provide a single point of contact for all of the State's clean energy programs. This website will help schools, hospitals and local governments learn how to make the transition and what resources currently exist to help them.

Report on AIA Advocacy Conference Call for AIA Leadership

State and Local Relations
Discussions revolved around the Rebuild and Renew program and how long it is anticipated that it will take for the incentives to be effective. (See article on Rebuild and Renew below for complete program.) There are action kits being created for State Components that will consolidate resources that are presently available in different areas. The new toolkits will address issues such as: creating a PAC at the State Level, Sustainability Initiatives and Licensing. The AIA staff will be identifying areas of need for membership involvement and development with architects at the table. On the January call the following was discussed: The call revolved around the upcoming Grassroots Leadership Conference in Washington DC with the key issues being: Economic Stimulus Package, Transportation Reauthorization, Retainage and Health Care Reform. |
AIA Develops Rebuild and Renew Plan
AIA has developed the Rebuild and Renew Plan, which details its recommendations for the allocation of funds in President Obama's economic recovery plan. AIA is calling on the new administration and Congress to create policies that ensure these monies are spent on the planning, design and construction of energy efficient, sustainable buildings and healthy communities that are advantageous for both the environment and economy. If implemented correctly, the nearly $100 billion plan would create 1.6 million jobs throughout the design and construction industry. Recent reports estimate that the economic recovery package may total as much as $800 billion, with at least $350 billion dedicated to infrastructure projects. However, AIA's recommendations call for longer planning and design periods for projects to help ensure that they are carried out in the most effective, cost-efficient manner and that funds are not poorly spent due to the projects being hastily planned and executed. Providing funding for projects across 24 months will ensure a steady stream of funds for job creation over the likely length of the recession. The plan is comprised of five key policy areas for immediate attention: 21st century schools; green commercial, residential and institutional buildings; historic preservation projects; transit, mixed use development and complete streets projects; and tax relief for businesses. AIA Continuing Education Sustainability Requirements
AIA now require a minimum of 4 LUs in sustainable education to be part of the annual CE requirements necessary to maintain membership in the Institute. New York, along with other large states, played an important role in supporting this change by bringing to the AIA delegate body a resolution titled Mandatory Continuing Sustainable Education. AIANYS, in conjunction with the chapters, will provide members with opportunities in 2009 to fulfill these sustainability requirements. Be sure to check the AIANYS website for updates as these opportunities will be announced shortly.

AIA's Updated Career Center
AIA has totally revamped their online Career Center, making it easier for job seekers and employers alike to find mutually beneficial employment opportunities. These include not only full-time jobs, but also contracting possibilities and outsourcing arrangements. Job seekers in architecture and related fields may post résumés and search opportunities for free. Employers now have a new range of posting opportunities and schedules and fees available. Designed to Earn the Energy Star Recognition Program
The U.S. Environmental Protection Agency (EPA) has expanded its offerings and recognition to include building design. Architecture firms can now display the "Designed to Earn the Energy Star" graphic to distinguish their projects as among the nation's best in energy performance. Design projects that receive a rating of 75 or higher are eligible for Design to Earn Energy Star and projects that achieve 50 percent or better than average buildings meet Architecture 2030 and AIA goals. All eligible designs must be at least 95 percent complete with construction documents.
