IESSA June 2011 Newsletter

The lighting industry of South Africa is represented by the

Illumination Engineering Society of South Africa (IESSA).

South African experts on various topics in the lighting technology field serve on the

CIE international committees responsible for the the development of

standards for the different aspects of illumination.

IESSA represents South African internationally and thereby acts as the
National Committee of the CIE (Commition Internationale De L'Eclairage).

Dear Readers

 Murray Cronje

We are living in exciting times! Last year it was the FIFA world cup tournament in South Africa and whether you were a football supporter or not, everyone had soccer fever!

This year another exciting event is taking place on South African soil: the CIE quadrennial meeting and conference to be hosted by South Africa in Sun City! This international lighting event only takes place once every four years and this is now an opportunity where ordinary people like us can rub shoulders with international lighting gurus such as the likes of Wout van Bommel, Franz Hengstberger and Teresa Goodman, to name but a few... 27th CIE Session, Sun City, 10 - 15 July 2011

Seeing this being announced recently was a surprise and brought back old memories, of which there are few since 1953.

A few observant members of mankind "saw the light", and started using it. Eventually the harnessing of electricity and a more profound knowledge of natural and artificial lighting and other developments, like colour, ophthalmology and others opened a wide field. This improved the plight of man, but civilization soon demanded more. This influenced the progress of activity, it did not stop at raising the quantity of light, but also the quality and with that, colour. It soon became clear that more co-ordinated knowledge of lighting was needed. This "work" on different spheres and countries led to the formation of the CIE (Commission International d'Eclairage) and eventually South Africa with its expanding economy also joined this progress... Are CFLs dangerous?

There are many charges laid against CFLs. Such as "mercury content", "radiation" and "dangerous emission of vapours"!

New research by health protection agencies show that some energy saving CFLs can emit ultraviolet radiation at levels that, under certain conditions of use, can result in exposure to higher than guideline levels.

Radiation from CFLs is similar to tubular fluorescent lamps, however, are of lower power but are generally installed closer to users. Part of the radiation emitted is ultraviolet at low levels - lower than that of direct sunlight.

Therefore it is recommended that CFLs in service are installed more than 300 mm away from, or that the CFL is shielded or screened from the user. This is especially the case where the CFL is of the single open envelope type.

Not all open (single envelope) fluorescent light bulbs have significant UVR emissions but if people are in very close proximity to some the exposure to bare skin is like being outside in direct sunlight. For example, agency scientists found that when very close (2 cm) to some open CFLs, the UVR level can be equivalent to that experienced outside in the UK on a sunny day in the summer and so some precaution is warranted. When further away (over 30 cm), the UVR level is much lower and less than being outside on a sunny day in winter, which is not a concern...
