Financing the Seed Regulatory Program in Indiana
Indiana's system of financing its seed regulatory program is very unique compared with most other states. For the purpose of defraying the costs of inspection, analysis, publication, and other expenses incurred in the administration and enforcement of the seed law, an inspection fee system was included in the first law that generated fees from distributors in the business of selling seed in the state of Indiana.
These fees are based on the kind and amount of seed sold and permit holders are required to report their distribution and pay the assessed fees based on kind and amount sold. These fees have comprised the entire operating budget of the Office of Indiana Seed Commissioner. No money is received from the State of Indiana to support the existence and operation of the seed regulatory program. According to the Indiana field office of the National Ag Statistics Service (NASS), White County was the top corn producing county in 2009 followed by Benton, Jasper, Montgomery and Clinton.

ISTA Membership
ISTA is the recognized voice of the Indiana seed trade industry. Since its foundation in 1978, the Association has served as the focus point for industry positions on public policy issues which affect our member companies. Historically, Indiana seedsmen have been leaders in many areas of the seed trade.
A membership investment with ISTA should be considered a necessity for any person or firm conducting business in the seed industry. Your active participation is also welcomed and encouraged.
ISTA is governed by a 14 person Board of Directors, elected annually from our membership. The Board is responsible for all policy decisions of the Association and directs the Association staff to implement industry policy and programs for the mutual benefit of our members.
