Financing the Seed Regulatory Program in Indiana
Indiana's system of financing its seed regulatory program is very unique compared with most other states. For the purpose of defraying the costs of inspection, analysis, publication, and other expenses incurred in the administration and enforcement of the seed law, an inspection fee system was included in the first law that generated fees from distributors in the business of selling seed in the state of Indiana.
These fees are based on the kind and amount of seed sold and permit holders are required to report their distribution and pay the assessed fees based on kind and amount sold. These fees have comprised the entire operating budget of the Office of Indiana Seed Commissioner. No money is received from the State of Indiana to support the existence and operation of the seed regulatory program. 2nd ASTA Seed Industry Washington DC Fly-in In Partnership with the State and Regional Seed Trade Associations March 22-24, 2010 Lorien Hotel, Alexandria VA
Last year's Seed Industry Fly-in was a huge success, with over 60 Congressional visits and an impact that continues to be realized. Now that the administration has settled into their duties in Washington DC, new challenges have arisen - including provisions of new opportunities for the dynamic seed industry.
The 2010 Seed Industry Washington DC Fly-in will provide the venue for you, as a constituent, to visit with your government officials to educate and inform them of the multiple issues facing the seed industry. It is critical at this time, that our government's leadership connect with the seed industry and understand our challenges and prospects.
This year's Fly-in will be held in conjunction with the Environmental and Conservation Workshop, and will include schedule visits with House Ag Committee Chairman Collin Peterson, the staff/leadership of the Senate Ag Committee and key individuals at USDA.
As a participant, you will you be assisting the seed industry with policy issues, and will gain an insight into the inner-workings of your government. Plus, it is a proven fact that companies that are involved with government policy tend to be more profitable.
Details There is no registration fee, although it is helpful for us to know you will attend to assist us in planning properly. To participate, send an email to Pat Miller (pmiller@amseed.org) with your contact information. ASTA staff will assist you in making appointments with your Congressman and Senators - initially, you may visit www.house.gov and put in your zip code to find and then proceed to website for DC phone information. You will also receive a briefing packet prior to the meetings, so that you will be properly informed on the issues. Please feel free to note any special requests in your communications.

ISTA is the recognized voice of the Indiana seed trade industry. Since its foundation in 1978, the Association has served as the focus point for industry positions on public policy issues which affect our member companies. Historically, Indiana seedsmen have been leaders in many areas of the seed trade.
A membership investment with ISTA should be considered a necessity for any person or firm conducting business in the seed industry. Your active participation is also welcomed and encouraged.
ISTA is governed by a 14 person Board of Directors, elected annually from our membership. The Board is responsible for all policy decisions of the Association and directs the Association staff to implement industry policy and programs for the mutual benefit of our members.
