Kim Vann for Congress in District 3

 

 
In Kim Vann voters have an excellent candidate and one of the best Republican Congressional opportunities around the Bay Area.  She is running in CD3, which runs from Fairfield in Solano County through the rural counties to the north.  (See the map.)

Kim Vann is serving her second term as a Colusa County supervisor.  She was one of the youngest women ever elected County Supervisor in California's history.  She has a remarkable record of accomplishment since her election.

As President of the Regional Council of Rural Counties, Kim has taken on Sacramento power interests and been a champion for smaller and rural counties throughout the state.  She led the charge against a local tax grab that would have closed the doors on public safety and other key local programs.

As Vice Chair of the Rural Action Caucus for the National Association of Counties, Kim has championed the interests of California counties in the areas of surface transportation, farm bill reauthorization and food safety.

As Vice Chair of Agriculture and Natural Resources for the California State Association of Counties, Kim has pushed through renewed protection of thousands of acres of farmland under the Williamson Act, while fighting back against risky regulatory changes that continue to block employment.

Kim was a founding board member of the Sites Reservoir Joint Powers Authority, advocating for new off stream water storage.  Kim knows we must be proactive in finding safe and reliable water sources.

With local governments challenged for funding, Kim sought a reliable funding source for local programs - and found it in a partnership with PG&E.  After removing barriers to one of the most state-of-the-art power plants in California, the project now generates 650 MW of power and more than $3 million dollars in local funding each year.

In the June election Kim Vann won a strong victory in a field of four Republicans to become the party's candidate in the runoff.

Her opponent, liberal Democrat John Garamendi, currently represents a district in Congress that contains little of the new CD3.  He is moving to new political opportunity, as he has throughout the lengthy political career he began 38 years ago.

Readers may remember Garamendi as insurance commissioner and lieutenant governor, a job he quit in 2009 to go to Congress.  

Kim Vann has been a successful businessperson for the past seven years, creating dozens of new jobs throughout Northern California.  

Prior to returning to the private sector, Kim served as a senior advisor to then-Congressman Doug Ose, protecting Northern California interests, securing funding for infrastructure improvements and challenging bureaucrats who resisted regulatory reform.

A fourth generation member of a Colusa County farming and ranching family, Kim's strong beliefs in liberty, personal responsibility, public service and economic freedoms are rooted deep.  She is the daughter and granddaughter of Veterans of Foreign Wars, and a proud supporter of our men and women in uniform, and the families left behind.

Republican Party of Santa Clara County Provides Model for Support of Local Pension Reform

Perhaps the most important outcome of the California June primary was the passage of Measure B implementing Pension Reform in San Jose, a city viewed as a Democratic and labor stronghold.  The Republican Party of Santa Clara County (SVGOP) played a critical role in this achievement.    

  1. The SVGOP helped elect Republican Pete Constant to the San Jose Council.  Six years ago the SVGOP ran the campaign's ground operation and produced an effective member communication program in a district that had only 27% Republican registration.  Pete Constant took on the issue of retirement benefits and convinced Democratic Mayor Chuck Reed to focus on the problem.  Together, they assembled the 6-5 council majority that put Measure B on the ballot. 
  2. The Republican Party of Santa Clara County worked with the Measure B Committee and the San Jose Chamber of Commerce to develop and implement a joint campaign to pass the measure.  The SVGOP took on the role of educating Republican voters about the measure and ensuring high Republican turnout in a low turnout election.
  3. Under the leadership of Chairman Charles Munger, Jr. and Vice Chair Pete Constant, the SVGOP endorsed the measure and held a successful fundraising event. The SVGOP then spent the proceeds on a member communications mail program and grassroots efforts to turn out Republicans who would vote for pension reform.
  4. Chairman Munger funded an independent slate card program supporting Pension Reform.  In addition, the slate cards supported a team of Republican candidates committed to develop and support Republican solutions for Santa Clara County.
  5. Local Republican leaders joined the campaign.  The Lincoln Club of Northern California endorsed the measure and contributed funds to the Measure B Committee.  Two former Lincoln Club Chairmen also co-hosted an event to raise funds for Measure B.
  6. Pension Reform Measure B passed with more than 69% of the vote.    

The result proved that Republicans can play a significant role in implementing pension reform at the local level, even in places where Republicans are still a minority.  States and municipalities across the nation are now looking to Mayor Reed and Councilman Constant for guidance on structuring their own pension reforms.  Ultimately, widespread pension reform at the local level will create demand for pension reform at the state level - an essential element in restoring California's fiscal health.
