Message from the Director

 
The fall semester is underway and CPD has been joined by student researchers working on projects that you will be reading about in the newsletter in coming months.  We also have selected three new CPD Research Fellows, whose projects are described below.
  
This month, I spoke at conferences in Dublin and London about the role of public diplomacy as a counterterrorism tool. Rather than overly relying on drones and special ops, which are appropriate only for the top levels of the terrorism pyramid, counterterrorism should be broadened to take advantage of the assets of public diplomacy.  By reaching those at the base of the pyramid before they are radicalized to the point of violence, public diplomacy efforts could reduce the appeal of terrorists' propaganda.  This will require a rethinking of public diplomacy strategy, with less emphasis on "love us" public relations efforts and more on projects that directly shape individuals' thinking and affect their lives.

This should incorporate a range of public diplomacy activities, including a significant expansion of current digital engagement projects in which constructive voices participate in Internet discussion forums and influence the tone and substance of online rhetoric.  More important will be initiatives that target specific needs, ranging from job training to water supply, which will more closely link public diplomacy and aid programs.

Counterterrorism might not immediately come to mind when considering the purposes of public diplomacy, but I have little doubt that it could prove valuable in this role.

As the semester continues, we will announce a major conference to be held early next year and new publications in our CPD Perspectives on Public Diplomacy series.

The Center Announced 2010-2012 CPD Research Fellows

In September, CPD proudly announced its new CPD Research Fellows for 2010-12: Caitlin Byrne, Lina Khatib and Anoush Rima Tatevossian.

Caitlin Byrne is an Assistant Professor of International Relations at Bond University, Queensland, Australia. In her CPD research project, "Public Diplomacy and the United Nations Security Council: Securing a Seat at the Top Table," Caitlin will examine why and how sovereign states use public diplomacy in the pursuit of a non-permanent seat on the United Nations Security Council (UNSC).

Lina Khatib is a Program Manager at the Center on Democracy, Development, and the Rule of Law at Stanford University. In her CPD research project, "The Use of Public Diplomacy by Non-State Political Actors in the Arab World," Lina will aim to examine the use of public diplomacy by non-state actors in the Arab world, including Islamist groups.

Anoush Rima Tatevossian is Director of Projects and Partnerships for MobileActive.org - the leading global network and clearinghouse on the use of mobile technology for social impact. In her CPD research project, "The State of Mobiles & Social Media in Public Diplomacy," Anoush will seek to review the landscape, or "The State Of," mobiles and social media in public diplomacy.

On September 7, the USC Center on Public Diplomacy's research team in Shanghai released a video conversation focusing on the Japanese pavilion. In this video, Japanese Pavilion Commissioner General Hiroshi Tsukamoto discusses how Japan presents itself as "hi-tech" and "cool, beautiful" Japan at the Shanghai Expo.
