What does state intervention mean?
This week, the Alabama state superintendent announced formal financial intervention. A chief financial officer has been appointed to work with our finance and administrative staff. Collaboratively, we will implement the financial recovery plan developed to assist our district in building the $17 million reserve that we, by law, are required to maintain. Throughout this process, I will remain the chief executive officer of the district. The financial recovery plan, which can be viewed in its entirety on by clicking here, is comprised of several elements and several phases. The reduction in force is the element of this plan that you have most likely heard the most about. Because of past and present circumstances, we are at the point that we must implement such measures; however, since personnel costs represent approximately 80 percent of the district's overall expenditures, cuts in this area are the only way that the district can meet its lawful obligation. Despite these circumstances, we are working to protect the classroom to the greatest extent possible, focusing our resources on our core business of teaching and learning. Many aspects of the plan call for reductions at the central office level. Because of laws and policies certain individuals may be able to "roll back" or bump others that may be at the school level. Know that, if and when that occurs, the needs of students will, indeed, be met, as outlined by an Individual Education Plan (IEP), medical need or special circumstances and needs. Sincerely,

Graduation exam to be offered July 9-13
Test to be administered at all seven high schools
All seven high schools in the Birmingham City School System will offer the Alabama High School Graduation Exam to certain students who have not passed it the week of July 9.
The schedule is:
- Reading -- 9 a.m. Monday, July 9
- Language -- 9 a.m. Tuesday, July 10
- Social studies -- Wednesday, July 11
- Biology -- Thursday, July 12
- Mathematics -- Friday, July 13
Repeating 11th graders, rising seniors and members of the classes of 2010, 2011 and 2012 who have not passed portions of the exam are eligible to take the subjects they still need to pass.

Hemphill, nonprofit raise money for March of Dimes

Hemphill Elementary School and Trinity Community Development Center Inc. partnered with the March of Dimes to raise more than $1,500 to help support the March of Dimes mission of all babies being born healthy.
"We're so proud to get involved with the March of Dimes. We know how important the health of moms and babies is to the people of metro Birmingham," said Dr. Gwendolyn Tilghman, Hemphill principal and president of Trinity Community Development Center Inc.
"I'm so proud to be part of a community where people come together for such a great cause. Helping our babies should be a top priority, and we're excited about what we've accomplished for the March of Dimes." The money will help fund research, education and local community grants for programs such as the NICU Family Support Program at UAB Hospital.
Trinity Community Development Center, Inc. is a nonprofit organization that provides leadership in education and community outreach. Its mission is to provide leadership in programs and activities that promote community growth, education, health and civic and charitable activities. Although the organization has a broad scope, it has focused on mentoring students in Birmingham City Schools and providing financial support to schools for after-school tutoring programs.
