Illinois EPA Seeking Comments on FESOP Extension 

 Illinois EPA is requesting preliminary comments on a proposal to extend the life of  Federally Enforceable State Operating Permits (FESOPs) from five years to ten years before a rule is submitted to the Illinois Pollution Control Board.   Comments should be sent to Illinois EPA at:epa.fesopcomments@illinois.gov.   The proposal language can be found at:  Revisions to Part 201 

Proposed VOM Regulations for Chicago and Metro East St. Louis Non Attainment Areas

The following rulemakings will  impact only those companies in the Chicago non attainment areas of Cook, DuPage, Kane, Lake, McHenry, and Will counties and Aux Sable and Goose Lake township in Grundy County and Oswego township in Kendall county; and Metro East St. Louis non attainment areas of Madison, Monroe and St. Clair counties.

Reasonably Available Control Technology (RACT) for VOM Emissions from Group II Consumer and Commercial Products will impact lithographic printing, letterpress printing, flexible packaging printing, coating of flat wood paneling and industrial cleaning solvents.  These regulations add new limits and change the existing printing regulations to include new work practices, as well as new reporting and recordkeeping requirements; as well as some additional regulatory revisions.  The rule also places VOM limits on the coatings used on flat wood paneling.  The new regulation for industrial cleaning solvents will impact those businesses that emit 15 lb/day or more of VOM from the solvents.   For more information on this rule and its status, visit the Illinois Pollution Control Board's website at: http://www.ipcb.state.il.us/COOL/External/CaseView.aspx?case=13733

Reasonably Available Control Technology (RACT) for VOM Emissions from Group III Consumer and Commercial Products will impact paper, film and foil coatings, metal furniture coatings and large appliance coatings.  The rule will tighten VOM limits for these sources and impose new limits on the VOM content of coatings used on the substrates listed above. Reasonably Available Control Technology (RACT) for VOM Emissions from Group IV Consumer and Commercial Products will impact miscellaneous metal and plastic parts coatings, autobody and light duty truck assembly coatings; propose limits for miscellaneous industrial adhesives and fiberglass boat manufacturing materials.  These regulations will tighten existing limits and impose new limits on the VOM content of materials used. Effective April 2010 New Lead Requirements for Contractors

Beginning April 22, 2010, contractors performing renovation, repair and painting projects that disturb painted surfaces in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination. 

 

The USEPA has issued a Small Entity Compliance Guide to Renovate Right for 

contractors, property managers and maintenance personnel working in homes, child care facilities and schools build before 1978.  

Contractors must complete a USEPA approved training program to satisfy these requirements.  For a list of USEPA approved trainers click here.   (Illinois companies should ensure the trainer is licensed by the Illinois Department of Public Health.) 

 

After April 22, 2010, federal law requires that contractors be certified and use lead-safe work practices. To become certified, renovation contractors must submit an application and fee payment to USEPA.

USEPA Invites Small Business Firms to Submit Research Proposals Under the Small Business Innovation Research (SBIR) Program

 

The SBIR program is a phased process across the Federal Government of soliciting proposals and awarding funding agreements for research (R) or research and development (R&D) to meet stated agency needs or missions.

EPA is interested in advanced technologies that address priority environmental issues.  The following topics are included in this solicitation:  Green Building, Innovation in Manufacturing, Nanotechnology, Greenhouse Gases, Drinking Water Monitoring and Treatment, Wastewater and Sustainable Infrastructure, Air Pollution Monitoring and Control, Biofuels, Waste Management and Monitoring, and Homeland Security. The proposed research must directly pertain to EPA's environmental mission and must be responsive to EPA program interests included in the topic descriptions in this solicitation.

EPA's Office of Small Business Programs Greening Website

A valuable tool and resource for small businesses and their assistance providers is now available on EPA's Office of Small Business Programs website. This new site provides a one-stop location on greening resources specifically for small business and academic institutions. The website includes a link to current federal greening regulations and initiatives, EPA and other federal voluntary partnership programs, going green environmental management styles and attributes, as well as additional greening resources and publications.

Stay in the Loop with EPA's Retail Industry Portal -- New Updates

EPA's Retail Industry Portal, originally launched in May 2008, has been updated with new sustainability and compliance information. The site provides one-stop access to the many programs and resources that help prevent and resolve environmental issues at retail establishments. Retailers, including big-box stores, small convenience stores, shopping malls, small shoe stores, supermarkets, car dealers, home centers, hardware stores, and more can stay current with regulatory obligations through quick access to content organized by waste, air emissions, water and toxics.

Now available through the Portal:

--Green Consumers and Green Stores Webinar: A Look at Green Consumer Behavior and How Stores Have Been Growing Greener.

--Green Electronics Made Easy: easy access to resources to help you promote Electronic Product Environmental Assessment Tool (EPEAT) registered products, or use EPEAT to make  environmentally preferable purchasing decisions.

2010 Illinois Governor's Sustainability Awards

The Illinois Sustainable Technology Center (ISTC) is now accepting applications for the 2010 Governor's Sustainability Awards.  Please be sure to review the application details carefully!  We have updated the award criteria to better coincide with the variety of sustainable activities and projects that improve our environment that applicants may have implemented.

 

The deadline for application submittal will be the close of business on May 21, 2010.  Applications will only be accepted on-line. The award ceremony will be held in Champaign.  A final date has not yet been set, however ISTC is targeting the second half of October 2010.
