Portrait of a Serial Rapist



 


The sexual assaults and rapes that this individual committed spanned 6 years, starting out one per year, then escalated to two or three per year, 1994-2000. 

APD Crime Analysts began to compare the similarities of the crimes and the common denominators were the bus routes, the type of victims, names he used.  He targeted Hipanic women he believed might be Mexican Nationals.  It was thought that he sat near his victims as they traveled on the bus, listening in on conversations, to learn things about his victims. He then returned to the bus route in a vehicle posing often as an INS agent.  His favored time of approach was narrowed down to 11:00am to 2:00pm and 4:30pm to 7:30pm.

This was before the development of the city's GIS system, so the crime analyst had to comb through bus route data manually.  A stake out was planned and implemented and an undercover police officer spotted him on one of the routes.  He was then arrested.
