Organizations may choose to make rare events even more rare. Reasons for this vary, but may include, for example:

• In some industries the consequences of failure carry an extremely high cost, making the ROI for reducing rare events attractive. Examples include health care, aerospace, safety, etc..
• As organizations improve the low-hanging fruit disappears and organizations can begin to address problems that occur less frequently.

While some people advocate the exclusive use of I-charts (process behavior charts,) there are situations where another tool would do a better job.
