Several of us recently attended the annual EPSCoR/IDeA Coalition meeting in Washington, D.C. In addition to having the opportunity to visit the offices of the entire Maine delegation to discuss the FY2009 appropriations for EPSCoR and IDeA, we also heard a presentation from Daniel Atkins, the Director of the National Science Foundation Office of Cyber Infrastructure.

 

Dr. Atkins gave a very important briefing on the vision that his office has for the role of cyberinfrastructure in the future of research and research organizations. I commend to you the Office's website, www.nsf.gov/oci, and in particular two reports which describe this vision. One is called Report of the Blue Ribbon Advisory Panel on Cyberinfrastructure and the other is called Cyberinfrastructure Vision for the 21st Century. Both would appear to be required reading for anyone thinking about how information technology can and will transform the collaborative process as we know it.

 

We look forward to working with you all to think about how Maine can participate in this new era.

New Faces in our Research Community

Dr. Arthur Goldstein is the new Dean of the College of Arts and Sciences at the University of New England. Dr. Goldstein was previously at the National Science Foundation and Colgate University where he chaired the Geology Department.

Dr. Graham Shimmield starts as the new Executive Director of the Bigelow Laboratory for Ocean Sciences this month. Dr. Shimmield has been Director of the Scottish Association for Marine Sciences and the Dunstaffnage Marine Laboratory in Argyll, Scotland since 1996 and received his Ph.D. from the University of Edinburgh.

Dr. Peter Brooks recently joined the team at the Maine Medical Center Research Institute. Dr. Brooks began his training at the University of Maine and finished at SUNY Stony Brook. He has been affiliated with the Scripps Research Institute and the University of Southern California. He is also co-founder of Cell Matrix Incorporated, a biotech company.

The National Governors Association (NGA) Center for Best Practices has just released an issue brief on State Strategies to Promote Angel Investments for Economic Growth. This paper suggests a variety of options that Governors have to encourage the formation of angel groups to expand early-stage investment. The full document can be found at www.nga.org/center.

 

 

Coincidentally, the Kauffman Foundation and the ACEF also released a report called "Returns to Angel Investors in Groups," which shows that angel investors participating in organized angel groups achieved an average 27 percent internal rate of return (IRR) on their investments. The University of Maine has released it 2008 Maine Agricultural Center Expertise Directory. This Directory lists the names and contact information for a wide variety of subject matter experts. For a copy of the directory, see www.mac.umaine.edu.

The Maine Office of Innovation is a division within the Department of Economic and Community Development, Commissioner John G. Richardson.
