When performing evaluation for treatment of Fluency at least one norm-referenced, standardized test with good reliability and validity, and at least one supplemental tool to address affective components must be completed. Eligibility for fluency therapy will be based upon an SS of -1.5 SD below the mean or greater on the standardized test.

Qsource arrowEvaluation and Report Components contains the "standardized scoring key" which lists standard score ranges and standard deviations:

Mild: Scores between 84-78; -1.0 standard deviation

Moderate: Scores between 77-71; -1.5 standard deviations

Severe: Scores between 70-64; -2.0 standard deviations

Profound: Scores of 63 or lower; -2.0+ standard deviations

If using a test with severity ranges that differ from this, then an explanation should be documented in your evaluation report and a scoring key provided for that particular test.

Qsource arrowReferrals are required every six months, regardless if the treatment prescription is for one year. PCPs are not required to make retroactive referrals. When a school district is providing therapy services in accordance with the child's IEP, a referral is required at the beginning of each school year and can be for the 9-month school year.

Q & A about Medicaid

Question: Do Language Evaluations require an assessment of Articulation?

Yes, Articulation must be assessed either formally or informally. You can find it in Sections 214.000C 2h Arkansas Medicaid Provider Manual.

Things to consider when completing your assessment:

  • An informal articulation assessment can include a phonetic inventory which describes the types of syllables, vowels, and consonants utilized in vocal behaviors (to include reflexive vocalizations, cooing, vocal play), and babbling (reduplicated babbling, non-reduplicated babbling, jargon) in children who are at the pre-linguistic state of language development.
  • In children who do not vocalize or use any type of babbling or pre-linguistic speech behaviors, an informal assessment of articulation can state that the child did not use any vocalizations during the testing session and parent report can confirm if this is typical behavior seen at home.
