Dear  ,

We're pumpin' out petrol, no matter what cost
And now that eleven men's lives have been lost
The price is as high as rig workers can pay-
Payin' the price for the U.S. of A.
A deepwater rig called Horizon went down,
No way to seal off its pipe has been found;
So south Louisianans all wait for to see
Just what the landfall of this spill will be. . .

People, oil, an' it's oil,
Creepin' in the sea,
Don't buy it at the station,
You can get it now for free,
Just come on down to the shoreline
Where the water used to be.
Steve Forbert
"The Oil Song" updated version (listen to the whole track here

I don't know about you, but it has been really hard for me to watch the  real-life, real-time disaster unfolding in the gulf.  Regular readers of this newsletter know that I love my movies!  If this were a disaster movie I would tell the directors "enough plot twists already ... get to the happy ending!" At this point, though, a happy ending seems unattainable.  I can't remember where I heard it, but whoever said it got it right (I'm paraphrasing here) ... The science that allows us to drill in deep ocean far surpasses the science that enables us to clean up a worst-case scenario.

Perhaps interest in the science of "cleaning-up" will increase.  Once again, AWRA members will be at the forefront as they mobilize their huge and multidisciplinary brains to minimize the impact on the entire aquatic ecosytem in the Gulf. I hope and expect we'll see an uptick in abstract submittals on this topic at future AWRA conferences.

In the meantime, if you are working on any water resources aspect of the response, please share the good news and the bad on the AWRA Facebook page.  I just know you guys are "on it," and that gives me hope!

At this writing, the "top-kill" appears to be working. I've got my fingers crossed it continues to slow, and eventually stops, the leak ...

in a Changing Climate
 San Juan, Puerto Rico l August 30 - September 1, 2010

An AWRA Specialty Conference on tropical hydrology was last held in 1998, and it's time to focus our attention on this important issue once again.  This conference on Tropical Hydrology & Sustainable Water Resources in a Changing Climate will build on previous conferences to discuss the topic in light of a changing climate.  We will consider issues such as water supply, sustainable water planning, water quality, alternative water supplies, and coastal ecosystems.

The Call for Abstracts has closed, and the Program Committee is putting the finishing touches on the conference program.  The Preliminary Program will be posted shortly.  In the meantime, general conference info, hotel & travel info, registration info, exhibit & sponsorship information is available at the links provided here:

Micropollutants Clearinghouse

The Micropollutants Clearinghouse is a project of the Texas Tech Center for Water Law & Policy.  It's a publically accessible Internet website and research resource on the legal, regulatory, institutional, policy and related scientific aspects of pharmaceuticals, personal care products and other micropollutants in freshwater systems.  It contains a robust catalogue of documents, reports, information, analyses, articles and other materials as well as a detailed abstract for nearly every item.  Moreover, it is fully searchable in multiple search engines and on numerous criteria making it a valuable research tool for legislators, policy-makers, and academic researchers, as well as the general public.  The long-term objective of the project is to build on the existing knowledge-base of information and to continue expanding the contents available in the Clearinghouse on this important topic.  This information is critical for developing and evaluating water laws, regulatory actions, and policies relevant to the presence and fate of micropollutants in freshwater systems.

With existing and impending TMDLs in many communities across the country, and increasing mandates for MS4 accountability, there is an acute need for tools to help communities account for actions and practices to meet watershed goals and regulatory requirements. This session will discuss the accounting needed for these programs, and illustrate a Center-developed tool.  The spreadsheet-based "Watershed Treatment Model" will be presented and attendees will be provided with this resource that can be adapted to suit the needs of their community.

Grey Data Project

British Geological Survey is starting an Africa "Grey Data" project to compile and make available ground water reports from thousands of old studies. The Grey Data Project will catalogue and describe at least 2000 important grey items on groundwater in the southern African region held at BGS, in the process compiling a digital 'metadatabase' or catalogue describing what has been produced over the years. The project will also digitise at least 500 of these items and make them available, together with the metadatabase, via a web portal to interested researchers, service providers and policy-makers."

NRCS has announced a second sign-up period for the Conservation Stewardship Program, known as "CSP."  The program evaluates the environmental value and impact of already-established conservation practices AND helps producers, landowners, and forested land operators incorporate and add new solutions as well. Eligible participants receive incentive payments relative to benefits their conservation operations provide. However, the turn-around time for landowners and producers to get signed up for CSP this year is short-June 11, 2010. It is critical that potential applicants make contact with local NRCS offices and get signed up for the program before the deadline. If you are a potential applicant for this program or you know someone who deserves to be recognized and compensated for a long-term commitment to conservation and natural resource protection, get in touch with NRCS today.
