St. Louis County SAVES
St. Louis County SAVES is a $10.4 million program offered by
St. Louis County that provides financing for qualified homeowners at 3.5% for eligible home energy improvements. The program is financed through a Qualified Energy Conservation Bond issued by the county. For more information click on the following link.

Redistricting
The county charter requires that Council districts be reapportioned every ten years. In 2011, members of a reapportionment commission, appointed by the county executive from nominations from both the Democratic and Republican Central Committees, will develop new district boundaries so that the populations of each district are, as near as possible, equal. This must be accomplished before the end of the calendar year. |

Elected Assessor
On April 5, county voters chose state representative Jake Zimmerman to be our first elected tax assessor in decades. He will hold the job until the end of 2014, when voters that year will elect an assessor for a full four-year term. Pursuant to Missouri state law, the assessor is responsible for establishing the fair market value of all real property as of January 1 of every odd year (such as 2011 and 2013). The assessor must follow guidelines set by the State Tax Commission and generally accepted appraisal practices. |

2011 Assessment Notices
The Assessor's Office began issuing 2011 Change of Assessment Notices to owners of residential property in St. Louis County in mid-May. Owners of commercial property will receive their notice by mid-June. For more information click on the following link.

Notable Council Actions
Authorized a $1.15 million contract to begin architectural design development for a new county emergency communications building. The building, which will be located a mile southwest of the 141 and Big Bend intersection, will be hardened against natural disasters or intentional disruption. The facility will contain:
- critical core equipment for the County's new inter-operable public safety radio system;
- the County's 911 call center; and
- portions of the County Emergency Operations Center
Approved a $275 thousand county grant to Creve Coeur, Frontenac, and Town and Country to be used jointly to consolidate their three independent emergency dispatch centers into a single 911 call center. The new "West Central Dispatch Center" is located at Town and Country's city hall and will increase emergency service capabilities while reducing cost the joint effort is expected to save each city approximately $30,000 annually. This action is a component of the new emergency communications system. The new non-emergency telephone number is (314) 737-4600.
Authorized a $2 million contract for design of a new county police crime laboratory. The new lab will be located in Clayton and will include an administrative section, a forensic laboratory, a firearms range, a photo lab and fingerprint section, and storage space. The new lab is required because the existing lab staff outgrew available space and the current facility cannot support the demands of evolving forensic science.
Approved a $21 million contract for the design and construction of a new health campus in Berkeley, at 1-170/ Airport Road and Hanley Road.The new campus will be located on the site of the former John C. Murphy Center, which was closed in October. The facility will accommodate a health clinic, administrative offices, environmental laboratories, and storage facilities. |
