Interior Dept. Anoints Solar Energy Sites October 28, 2011 The New York Times
The Interior Department is pressing on with its efforts to channel solar energy development into the areas with the best sunshine, the fewest potential environmental disturbances and the least political resistance.
On Thursday, the department released a provisional plan with maps highlighting 285,000 acres judged to be best suited to such development in California, Nevada, New Mexico, Utah, Arizona and Colorado..
Department officials said in a telephone news conference that while solar developers would find their bureaucratic path smoother if they set their sights on these areas, they were welcome to propose others.

Data Center Firm CyrusOne Buys Land in Arizona for Massive Buildout October 31, 2011 Thewhir
Data center operator CyrusOne (www.cyrusone.com) announced on Monday it has purchased a 40-acre parcel of land to build a massive 1-million-square-foot data center in Chandler, Arizona, near Phoenix.
CyrusOne first unveiled its plans for the massive data center in its quarterly earnings report in August.
Once the data center is completed, it will become the largest of its kind in the country with 110 MW of power capacity, delivered from a substation to be built on the property.
The company said the new data center is "going to bewell suited for Fortune 500 companies on the West Coast that require robust data center infrastructure for mission-critical applications and want to locate it in an area that is generally considered one of the safest in the country-free from natural disasters including seismic activity, tornados, and hurricanes."

Rosemont affiliate wants to find silver near Patagonia November 5, 2011 Arizona Daily Star
A company with ties to Rosemont Copper is likely to start conducting exploratory drilling on federal land outside Patagonia by the end of the year now that the Forest Service has approved its plans.
Arizona Minerals Inc., a subsidiary of Wildcat Silver Corp. of Vancouver, British Columbia, which shares some board members and an address with Rosemont parent Augusta Resource Corp., can drill 15 test holes up to 2,000 feet deep for 11 months for the Hermosa mine, formerly known as the Hardshell mine.
The drilling will determine how rich a silver deposit exists in the Patagonia Mountains about six miles southeast of the tourist-oriented town of 915 people.

Iberdrola Renewables Opens Copper Crossing Solar Ranch in Arizona

LCG, November 10, 2011--Iberdrola Renewables and its partners on Tuesday officially opened the Copper Crossing Solar Ranch, a 20-MW solar photovoltaic (PV) project that began delivering power to the grid in August. Construction began in late 2010.
Salt River Project (SRP) will purchase the entire output of the project under a 25-year power purchase agreement (PPA). The renewable energy purchased from the facility will help satisfy SRP's Sustainable Portfolio goal to serve 20 percent of its retail electricity requirements through sustainable resources by 2020. The goal was set by the SRP Board.
The Copper Crossing Solar Ranch is located in Arizona on a 144-acre site, approximately 65 miles southeast of Phoenix, that is now owned by SRP. The project was designed and built by SunPower. The facility employs over 66,000 SunPower (320W and 425W) panels and uses single axis, T0 trackers to follow the sun and increase power generation.

Prescott Valley rolls out solar program for Tank Farm, sewer plant November 15, 2011 The Daily Courier
PRESCOTT VALLEY - More than 13,000 solar panels, or modules, will dot the landscape near the Tank Farm and sewer plant in Prescott Valley.
Earthwork for the panels will begin as soon as next week, said Mark Holohan, solar division manager of Tempe-based Wilson Electric, which has an office in Prescott Valley.
The installation of the panels will be complete by March and they will produce 2.7 million kilowatt-hours of solar power within the first year, according to Smart Energy Capital, Wilson's financial arm.
Smart Energy and Town of Prescott Valley officials estimate the panels will cut the town's energy bill by $1.5 million over a 25-year period.

When Rick Buss left his position as city manager of Maricopa, Arizona, to become the town manager of a 2,000-person, economically struggling town called Gila Bend in 2008, some people who know him personally and professionally wondered why.
But with a firm background in both technology companies and sustainable management, Mr. Buss had a vision: "There's no reason why Gila Bend, Arizona, can't be the solar capitol of the world."
So he got to work. He brought over a young talent from Maricopa, Eric Fitzer, to serve as his right hand man. Fitzer, Buss tells me, is particularly skilled with zoning and economic development, and working together they crafted a "Solar Field Overlay Zone" (SFOZ), which greatly reduced the complications for solar companies to develop the sun-soaked fields located within the town.

New building code 'unrealistic,' say Yavapai County officials November 17, 2011 The Daily Courier
PRESCOTT - Members of the Yavapai County Board of Supervisors and the Planning and Zoning Commission met Wednesday and the topic that grabbed the most attention was the adoption of the 2012 International Building Code, which one supervisor said would "kill construction" in rural parts of the county.
New codes are issued every three years, and it typically takes a year or so for them to be put in place. However, Yavapai County did not adopt the 2009 code, so it is working with the 2006 code currently.
"One of the issues that we're kind of looking at is, a couple of jurisdictions within the state have adopted the fire code," said Jack Judd, manager and chief building official at County Development Services. "We have not."

Turbine assembly at NextEra Perrin Ranch project near completion, renewable energy company expects to produce power before new year
WILLIAMS, Ariz. - The Perrin Ranch Wind Farm, a 99.2 megawatt electrical generating project located just north of Williams, will likely be supplying power to Arizona Public Service by the end of the year.
When complete, the project will include 62 wind turbines in all. The turbines are 298 feet tall from base to blade tip and are spread over 20,000 acres with each turbine taking approximately a half-acre per turbine out of service on Perrin Ranch.

Rosemont, rejected by Pima County, seeks air-quality permit from state November 30, 2011 Arizona Daily Star
Rosemont Copper, facing a possible court battle to get an air-quality permit from Pima County, wants the state to handle the permit.
An attorney for the company wrote the Arizona Department of Environmental Quality this month, saying the company believes the state, not the county, has legal jurisdiction over the permit under a state air-quality plan.
A state takeover of the permit would remove a major source of leverage over the mine for one of Rosemont's biggest nemeses - Pima County government. The county's administrator and five supervisors have vocally opposed the proposed mine in the Santa Rita Mountains.
A company vice president, Kathy Arnold, denies that's Rosemont Copper's motive for seeking state intervention, and says the company is only trying to make sure the rules are followed.

Temperatures in Phoenix, Arizona -- one of the most arid places in the U.S. -- routinely exceed 100 degrees Fahrenheit (38 degrees Celsius). That's about the opposite of the typical cool-weather environments companies often choose to build data centers.
But in about two weeks, eBay will formally open its latest data center there, a facility the company hopes will be used for as long as 20 years.
"Who would want to build a data center in Phoenix?" asked Mike Lewis, director of eBay's Mission Critical Engineering. "Yes, it's hot."
