HB 11-1195 Colorado Volunteer Private Investigator License Signed Into Law

In the afternoon of Friday, June 10, 2011,
 the Professional Private Investigators Association of Colorado received an email from Colorado Senator and bill sponsor Linda Newell. June 10th was the last day for Governor John Hickenlooper to make a decision on several bills. HB11-1195 was in the mix with those bills. The Governor could either sign the bill, veto it, or not sign it. If it was not signed, it would still become law. In the final tense hours of the business day, HB1195 was FINALLY signed into law!!!! PPIAC, and all Colorado investigators for that matter who have long desired to obtain a license can breathe a big sigh of relief.

The Professional Private Investigators Association of Colorado has been involved in over 30 years of efforts to restore licensing, only to face defeat after defeat. HB 11-1195 specifically has been at least a 1 1/2 year long effort. Decades of efforts, plannings, meetings, phone calls, sunrise studies, drafting of bills, fund raising, lobbying, contacting legislators, testifying, etc. have all culminated in today's signing. I want to thank all Colorado PI licensing proponents for their support. Today's historic achievement could not have happened without the strength in numbers of Colorado investigators, as well as the support of our fellow professional colleagues across the country! Private investigators interested in obtaining their Colorado licenses will now anxiously await for the licensing program to be implemented in 2012.

and many, many others - from PPIAC members to non-members, and many from outside of Colorado - that gave of their time, expertise and donations!  This effort was renewed by a vote of PPIAC members at the general meeting November 2009, and the committee forming in early 2010.  About 18 months for these committee members and 34 years for the PPIAC.  This year the PPIAC again retained Nolbert Chavez , Capitol Success Group, as our lobbyist.

 

On behalf of the board and members of the Professional Private Investigators Association of Colorado (PPIAC), our thanks to the efforts of our licensing committee, PPIAC membership and other professional investigators in Colorado and nationwide.  This includes the support of the National Council of Investigation and Security Services (NCISS) the National Association of Legal Investigators (NALI), World Association of Detectives (WAD) and Colorado Trial Lawyers Association (CTLA), and many others - including multiple state associations and privacy advocates.  Of course we also wish to thank the bill sponsors:

History of the Professional Private Investigators Association of Colorado  

 

The PPIAC, founded in 1978, was formed to improve the credibility of private investigators, and to provide guidelines for a licensing statute in the State of Colorado. Our continuing efforts to strive for licensure remain undaunted.

 

PPIAC focuses on continuous education while providing framework for ethical conduct. The public knows that it can rely on the members of this organization - members have passed a thorough background check, and firmly believe in a high standard of conduct.

 

The PPIAC fosters professionalism in its members. By keeping the private investigative community apprised of legislative changes (as well as forthcoming modifications that may affect the field as a whole), investigators remain up-to-date with the governing statutes.

Our mission is to perform our duties within the scope of the law;

 

To conduct ourselves and our businesses responsibly and ethically;

 

To protect the confidentiality of our clients; and 

 

To maintain and enhance the skills and talents upon which our clients depend.
