Drinking Water State Revolving Fund 
The drinking water state revolving fund is one calendar year behind due to the amount of work that was processed in 2009 under the American Recovery and Reinvestment Act's (ARRA) first year. The DRAFT 2010 priority list has been developed and can be reviewed at anr.state.vt.us.

Clean Water State Revolving Fund
The Facilities Engineering Division has issued this year's priority list. It is available at anr.state.vt.us. Please call us if your project should be considered or upgraded based on the draft list.

State-Wide Water Supply Rule Revisions  The Water Supply Rule for the State of Vermont has been revised. The rule took effect on December 1, 2010, and a copy can be downloaded from vermontdrinkingwater.org.
The rule provides some clarification as to public versus non-public systems, and incorporates some recent changes from the adoption of the federal groundwater rule.

Project Updates
Sheldon Water System Improvements
A positive Bond Vote was finally achieved in the summer of 2010, and construction was started in early December 2010. Construction is currently progressing on all three contracts, and the project is expected to be completed by July 2011. The Town of Sheldon is very excited to see this long awaited project finally under construction.
Waitsfield Community Water System
The community water project is currently in a winter shutdown period. Construction is expected to resume in April 2011. Due to favorable bid pricing, the Town of Waitsfield will be extending water mains and water services to more of their service area within Irasville and Waitsfield Villages.
Alburgh Village Water System Improvements
The Alburgh Village Trustees are embarking on a major capital upgrade of the Village's Water Treatment Plant. Final design is nearly complete, and the project is expected to be out to bid in May 2011.
Middlebury College Bread Loaf Water Transmission Main Replacement
Middlebury College has completed the permitting process for a water transmission main and water system improvement project. The project includes the replacement of approximately 5,000 linear feet of older cast iron pipe and pump house and water storage tank improvements. Construction is expected to begin during the summer of 2011.

Cross Street Bridge
In October 2010 the new Cross Street Bridge was opened in Middlebury. Phelps Engineering participated in this project in several ways: Lance Phelps was a member of the Bridge Committee that set the project in motion; the firm provided free services of mapping, concept plans and cost estimating; and Phelps Engineering conducted design and construction administration for water and sewer upgrades near the bridge project.
Eastview at Middlebury
With an enthusiastic ground-breaking ceremony, Eastview at Middlebury's retirement community began construction in November 2010. Permitting and financing have been secured and 60 percent of the independent living apartments and cottages are under deposit. Construction has been progressing smoothly throughout the winter, and the community is expected to be open by May 2012.

Volunteer and Charity Work
Over the past year, staff at Phelps Engineering have continued to work with local communities and organizations in the following ways:
- Reduced fee engineering services and donated time for Addison County Field Days;

- Reduced fee engineering services and donated time for the Ripton United Methodist Church;
- Volunteer work with the Middlebury Area Community Garden;
- Volunteer work for the Middlebury Energy Committee;
- Volunteer work with various religious and social organizations;
- Coaching at the elementary and high school levels;
- Participation in activities related to local athletic teams including booster clubs and refereeing; and
- Organization of area racing and sporting events.

Personnel Notes
- Congratulations to Jeremy and Katrina Rathbun on the birth of their first child! Genevieve Hunt Rathbun arrived a little earlier than expected on February 21, 2011 and is now happily at home with parents and pets.
- Robert Clark and his wife Diana are expecting their first child this spring. It will be exciting to see young children around the office again!
- Heather LaDuke lost her Lake Dunmore camp in a storm last summer. She decided to seize the opportunity to construct a year-round home in its place and is now looking forward to completing the long-discussed permanent move to t
he lake.
- Jon Ashley completed his tenth season coaching the Middlebury Union High School wrestling team. Go Tigers!!!
- Congratulations to Kim Betourney who celebrated her 20 year anniversary with Phelps Engineering! Unfortunately, Kim had to celebrate in absentia since she was trying to get her daughter Lauren home from London for the holidays. Lauren is in her first year of study at a prestigious design school in London and Kim looks forward to having her back in Vermont for the summer.

- Jim Scott has expanded his running this year with good placements in the Apple Blossom Derby 10K, Vergennes Day 10K, and Schroon Lake Half Marathon among others. He also helped organize the Vergennes Day races this year. His daughter Mandy will be graduating this spring from St. Michael's College. She has been regularly on the Dean's List, and has led the Women's Basketball team to one of their best seasons ever.
- Brandon Streicher was recently promoted to Manager of Construction Services. Brandon will oversee our projects during the bid, construction and closeout phases.
- Lynn and Lance Phelps are thrilled at the prospect of a grandchild in July. Their son Bryan and his wife Jenny are the happy expectant couple.
