State-Wide Water Supply Rule Revisions
New Ground Water Rule (effective December 2009): The purpose of the rule is to reduce disease incidence associated with disease-causing microorganisms in drinking water. The rule establishes a risk-based approach to target ground water systems that are vulnerable to fecal contamination. Groundwater systems that are identified as being at risk of fecal contamination must take corrective action to reduce potential illness from exposure to microbial pathogens. The rule will apply to all systems that use groundwater as a source of drinking water and will become effective December 2009.
Please Note: Once this rule becomes effective, all water systems with total coliform positive results from distribution sampling will be required to meet the new ground water rule standards. |
American Recovery and Reinvestment Act
 In February 2009, the federal government enacted the American Recovery and Reinvestment Act (ARRA). This act allocates money to many agencies, including water, wastewater, and transportation infrastructure funding agencies. As a result of ARRA, there is now a larger pool of funds available for municipal and public projects than has existed for many years. | Project Updates
Please review some of the projects that Phelps Engineering, Inc. has been working on:

Sheldon Water System Improvements Since 2005 we have been working with the Town of Sheldon to consolidate and make improvements to their water systems at Sheldon Village and Sheldon Springs. This summer our preliminary engineering phase was completed and approved by the Vermont Water Supply Division for the State of Vermont. Final design is underway; a positive bond vote will allow initiating construction in 2010.
- Waitsfield Water Supply and Wastewater Projects
This past April, the Town of Waitsfield received a funding commitment of $5.5 million from the United States Department of Agriculture's Rural Development program, including a $2.5 million grant. The $7.6 million project is receiving an additional $2 million from two Environmental Protection Agency earmark grants. The project is awaiting an Act 250 permit and is planning for construction in 2010-2011.
- Addison Wastewater Study
The Town of Addison selected Phelps Engineering to assist with a wastewater study for the area near the intersection of Routes 22A and 17. If feasible, a new wastewater system could serve the Town Clerk's office, fire station, historic town hall, and Addison Baptist Church.
- Alburgh Village/South Alburgh Fire District No. 2 Water System Consolidation and Improvements
The Alburgh Village Trustees and the Prudential Committee of the South Alburgh Fire District No. 2 (SAFD2) have been hard at work to develop an agreement that will allow SAFD2 to construct a distribution system to serve several hundred homes, many of which have very limited options for their water supply. With SAFD2's help, the Village will be able to engage in a major capital upgrade at its water treatment facility without a significant rate increase for its customers. Given potential federal stimulus funds available, both parties are pushing to complete design work quickly for a planned construction start in late summer 2010.
- Middlebury College Water Main Replacement
In September 2009, Middlebury College completed a water main replacement project for approximately 2,000 linear feet of older cast iron pipe. The project also included drainage, walkway, and curbing improvements within the main quad of campus. The College's high student population during spring and fall semesters meant that the contractor (J. Hutchins, Inc.) had a narrow construction window this past summer. Despite this challenge, all construction was completed prior to students' return to campus.
- Eastview at Middlebury
On October 1, we received word that the last appeal of the Eastview at Middlebury Retirement Community project's Act 250 permit was denied. The project is moving ahead with construction planned for April 2010.
- Town of Dover
Selected the team of Phelps Engineering and VHB/Pioneer to conduct a Town-wide study of its public drinking water issues and solutions. Services will begin soon. |
Personnel Notes:
We want to welcome Robert Clark. Robert is a recent graduate of the University of Maine where he obtained his Bachelor of Science Degree in Civil Engineering. Robert grew up in Middlebury and previously worked at Phelps as an intern. In his spare time, Robert volunteers as a referee for local Division II football games and enjoys sports, hunting and fishing.

 Congratulations are in order for Jeremy Rathbun. Jeremy recently passed the examination to achieve licensed designer status in the State of Vermont. This qualification has been added to his PE license, and he can now design soil-based septic systems.

 Jon Ashley continues to coach the Middlebury Union High School wrestling team and looks forward to another very busy season. Go Tigers!!!

 John Kiernan continues as a coach with the Learn-to-Skate program at the Memorial Sports Center in Middlebury. He looks forward to a winter of graduating kids from pushing folding chairs, to milk crates, to nothing at all.

 Jim Scott has expanded his running this year with good placements in the Apple Blossom Derby 10K, Vergennes Day 10K, and Schroon Lake Half Marathon among others. He also helped organize the Vergennes Day races this year. |
Expanded Services
Beginning in late 2007, we added mechanical design services to our company offerings. We have recently completed several mechanical projects with good benefit to our clients, including:
- New bathroom facilities at the Addison County Field Days Fairgrounds in New Haven, Vermont;
- Type II Energy Audit prepared for Bingham Memorial School in Cornwall, Vermont; and
- "As-built" survey and plan preparation, diagnosis, and energy improvement and control design for the Middlebury Municipal Building in Middlebury, Vermont.
