pipelineDebate on Pipeline Bill to Begin on Monday

 

After three days of committee hearings on proposed legislation to regulate oil pipelines in Nebraska, the Natural Resources Committee has reported LB 4 to the floor of the Legislature. Debate will begin on Monday, November 14 at 1:30 p.m. and may continue into the evening. During the rest of the week, debate is tentatively scheduled to begin at 9:00 a.m.

 

While most of the bill, Natural Resources Committee amendment, and other amendments do not directly involve counties, three county board members would be appointed to serve on a panel that would make recommendations to the Governor regarding the issuance of a route certificate to applicants. The panel, which would be appointed within five calendar days after the bill takes effect, would include one county board member from each congressional district, as well as representatives of several state agencies and a landowner. Although the pipeline applicant would be billed for expenses related to the investigation and public meeting, no specific provisions are made for the expenses of the panel.

During the interim between regular legislative sessions, standing committees of the Legislature conduct studies on resolutions introduced by senators during the session. Please note that the special session may affect the timing of hearings so consult the Legislature's website for updated information.  Below is a listing of upcoming study hearings that may be of interest to counties.

 

 Nov. 18 - Revenue Committee - LR 350 - Examine the process and procedures used to value and equalize property

 

Nov. 22 - Retirement Systems - LR 210 - Examine retirement systems administered by the Public Employees Retirement Board

 

Nov. 29 - Health and Human Services - LR 306 - Assess the effectiveness of the ACCESS Nebraska system in building partnerships with community-based organization and serving clients via the new system 

 

Dec. 5 - Judiciary Committee - Special study of policies and procedures associated with immigrants who come into contact with law enforcement at federal, state, and local levels

 

Dec. 5 - Judiciary Committee - LR 243 - Examine the extent of human trafficking in Nebraska in connection with labor and sex trafficking
