September 23, was an important date in the Health Care Reform roll out. From this day on all new group insurance plans have to abide to the new laws of the Health Care Reform. However, in the individual insurance market consumer can get confused as carriers have chosen different ways to operate and stay within the law. Blue Shield, Kaiser Permanente and Healthnet decided not to implement the rules of the Health Care Reform at this time, but will wait for January 2011. On the other hand, Anthem and Aetna put their existing plans into "grandfather status" and submitted "Health Reform compliant plans" to the California Insurance Commissioner. Aetna's compliant plans are approved, but Anthem rates are still not approved by the commissioner. As a result, no new business can be quoted for Anthem at this time.
