Message from GLIFAA President Jon Tollefson

Greetings to all from a quickly cooling Washington, DC.  Last week's elections have raised doubts over the prospects of Congressional action to pass the Domestic Partnership Benefits and Obligations Act (DPBO) and repeal Don't Ask Don't Tell (DADT).  You may have seen a call from the Secretary of Defense for Congress to repeal DADT before year's end.  I hope members of both parties will join together to end this discriminatory policy, which actually impedes military readiness.  On DPBO, passage would affect many GLIFAA members in that it would allow same-sex partners of federal employees to receive health insurance and other benefits.  It also has a chance to pass in the lame duck session, so please join me in calling on Congressional leaders to summon the political will to get it done.

GLIFAA met with Counselor and Chief of Staff Cheryl Mills to inform her of our efforts throughout the Department and to gain her support on both personnel and foreign policy matters.  We are fortunate to have leadership that values diversity, works to remove inequalities where they appear in the Department, and incorporates the protection of human rights for LGBT people into our foreign policy.  As proof of this commitment, Secretary Hillary Clinton agreed after our meeting to tape a video reaching out directly to LGBT youth, as many others have done throughout the country.  She was the first major public official to release such a video, and it has been viewed over 400,000 times.  The Secretary movingly declares, "Many people are standing with you and sending you their thoughts, their prayers and their strength.  Count me among them." 

In October we hosted a reception for Ambassador David Huebner, U.S. Ambassador to New Zealand and Samoa, who continues to be a forceful advocate and advisor to GLIFAA.  Upcoming events include a reception in the Delegates Lounge with Counselor Cheryl Mills and Under Secretary Pat Kennedy.  The event, "Celebrating GLIFAA," will take place on Monday, November 29, from 12-1 p.m.  The goal will be to expand our membership, so we are asking everyone to bring a friend - LGBT or not - who may be interested in joining.  We will also have our annual GLIFAA Holiday Party in mid-December, so begin to prepare your holiday cheer.  We will send more information shortly.  Thanks to Dennis Cheng and his team for planning these events.

We have a new link on our website that allows you to pay your dues online.  I encourage you to do so, if you have not already, to support the ongoing initiatives and mission of GLIFAA and to expand our programming in the coming year.  Our board meets this Wednesday, so let me know if you have any items that you would like us to discuss.  As always, I welcome any ideas or issues at tollefson@glifaa.org.

All current, new, and prospective GLIFAA members are invited to a reception with special guest Counselor Cheryl Mills, Chief of Staff to Secretary Clinton, on Monday, November 29, 2010, from 12:00pm to 1:00pm in the Delegates Lounge at HST. 

This will be a great opportunity to meet other members, to enlist new members, and to hear about GLIFAA's goals and priorities for 2011.  Attendees are encouraged to bring at least one new prospective GLIFAA member or ally - LGBT or not - to this special event.  For planning purposes, please RSVP to rsvp@glifaa.org.

The Partnership for Public Service is a nonprofit, nonpartisan
organization that works to revitalize our Federal Government by
inspiring a new generation to serve and by transforming the way
government works.  The Partnership sponsors the prestigious national awards program called the Service to America Medals Awards Program, also known as the "Sammie" Awards. 

This awards program is designed to recognize the accomplishments of America's public servants by paying tribute to a dedicated Federal workforce, highlighting those who have made significant contributions to our country.  Honorees are chosen based on their commitment and innovation, as well as the impact of their work on addressing the needs of the nation.  Awardees are announced each fall at a dinner and awards ceremony in Washington, D.C.

Subject: New Definitions of Family Member, Immediate Relative, and Related Terms for Leave Purposes

The U.S. Office of Personnel Management (OPM) issued final regulations effective July 15, 2010, concerning the definitions in 5 CFR part 630 (subparts B, H, I, J, and K) related to "family member" and "immediate relative" for the use of sick leave, funeral leave, voluntary leave transfer, and emergency leave transfer.

OPM issued the final regulations in response to Section 1 of the
President's June 17, 2009, Memorandum on Federal Benefits and Non-Discrimination to promote consistent application of the policy
across the Federal Government. In addition, these changes ensure that agencies consider the needs of a diverse workforce and help to support the needs of employees in balancing their work, personal, and family obligations.

The final regulations modify the definitions of "family member" and
"immediate relative" and create new definitions for associated terms.  OPM's expanded definitions now include more examples of relationships that are covered under the phrase "any individual related by blood or affinity whose close association with the employee is the equivalent of a family relationship."

These relationships include stepparents, stepchildren, grandparents, grandchildren, and same-sex and opposite-sex domestic partners. The "blood or affinity" clause is, therefore, not altered by the new rule, and the examples provided are not intended to be exhaustive, but rather illustrative.

In addition, the final regulations define the terms "committed
relationship," "domestic partner," "parent," and "son" or "daughter."

Note that these new definitions do not apply to the Family and Medical Leave Act (FMLA). The situations in which an employee can invoke FMLA leave and the individuals for whom an employee can provide care under FMLA are specified in law.

ScholasrhipDonate! - LGBT Foreign Affairs Scholarship
The LGBT Foreign Affairs Scholarship Board will award one $2,500 scholarship to a disadvantaged student who plans to intern in a foreign affairs-related field. The LGBT Foreign Affairs Scholarship serves as need and merit-based financial aid for students pursuing degrees and/or careers in foreign affairs.

The fund helps reduce the personal costs for students in high cost housing areas such as Washington, DC or in other world capitols or cities. The Scholarship partners with GLIFAA to foster knowledge of international issues and careers for disadvantaged youth.

The scholarship committee will award the scholarship based on the following criteria:

Demonstrated financial need
Demonstrated strong interest in working in foreign affairs
A committed LGBT advocate
Attainment sophomore status or higher
