A Study of NWRL Services and Funding

NWRL

The Lake Agassiz Regional Library and Northwest Regional Library received a federal grant to conduct a study titled "A Partnership of Possibilities." As part of the data gathering for the study, consultants implemented a comprehensive survey of library users, county commissioners, city council members, library board members and staff. The consultants conducted personal interviews with key stakeholders located in each Branch Library and Library Link sites.

Key Findings from the surveys and interviews are as follows:

                1. Everyone loves their local branch library/LINK Site

                2. Few understand the purpose, value and benefits of a

                    regional library system

                3. Most value the library services that are the most

                    expensive to deliver by NWRL

                4. Most don't understand how libraries are funded

                5. Most are unaware of how vulnerable NWRL is

because of flat and reduced funding.

In the July 6th Newsletter, Finding # 4 "Most don't understand how libraries are funded" was addressed. In this Newsletter, we'll address Finding # 3 - why the library services people value the highest are also the most expensive to deliver. These library services follow:

1. Wide range of library materials

Materials available in NWRL are purchased and processed

        at NWRL Headquarters.

Materials in other Minnesota libraries are available through

        interlibrary loan/delivery.

2. Interlibrary Loan/delivery

NWRL staff process requests made to NWRL libraries and

        other Minnesota libraries.

NWRL delivers these requests to local libraries for patrons

        to pick-up.

3. Infrastructure from NWRL automation

NWRL automation makes it possible for patrons to view what

NWRL libraries and other Minnesota libraries own and place

requests on titles they wish to borrow.

The automation infrastructure allows for additional library services but for the purpose of the study, people value it for selecting materials and placing requests.

Three of the five staff members employed at NWRL Headquarters are responsible for providing these services. The two remaining staff members are the NWRL Director and Business Associate.

The costs of providing the services people value the highest are above and beyond what it cost to operate the seven Branch Libraries and two Library Links. While people tend to think of library services in terms of what their local libraries offer, they must also recognize the regional library infrastructure that makes these services happen.
