We have been watching federal Budgets from Ottawa for forty years including two (1974 and 1979) which saw the government fall on their proposals. But never have we seen a situation before whether there was so little interest in the substance and "nitty gritty" of the government offering except in the context of whether it contained provisions which would effectively lure at least one of the opposition parties to support it. In a budget that focussed on tightening up the tax system the charity sector assumed the brunt of the government's concerns. Of course, given the recent antagonism the sector faced by all parties in the hearings on Bill C-470, a budget dedicated to tightening the rules on charities is unlikely to create enemies on Parliament Hill. On the other hand, after reading the budget many charities will be secretly hoping for the government to fall so that both the measures in the budget and bill C-470 die without being passed.

Registered Canadian amateur athletic associations (RCAAA) will soon be treated the same as regular charities in a few key areas according to the proposals in Budget 2011. These new rules, yet to be announced, may apply to existing RCAAAs as early as January 1, 2012. That is only a few seasons away for some of Canada's most active and largest organizations.

Children's Arts Tax Credit - Something from Nothing

One new measure proposed in Budget 2011 that will be welcome news for certain arts organizations is the introduction of a new Children's Arts Tax Credit. Essentially, this initiative is modeled after the Children's Fitness Tax Credit, which was introduced in the 2006 Budget and has been available since 2007.

A small mention in Budget 2011 could mean big things soon to come in the area of social enterprise or social innovation. Supporting social partnerships such as the ones proposed by a task force that issued a report entitled "Mobilizing Private Capital for Public Good" is on the agenda for the Minister of Human Resources and Skills Development.
