Dallas ISD

M/WBE Evaluation Criteria

Revised Minority/Women Business Enterprise (M/WBE) Evaluation Scoring Criteria announced by Dallas ISD

The Dallas Independent School District (Dallas ISD) has been strongly supporting the growth of minority and women-owned businesses through M/WBE Policy Endorsement:

"The completed M/WBE Compliance Guidelines and Forms must be attached to all responses to procurement documents totaling $25,000 or more and are due with the bid/proposal at the time of bid opening. If the completed M/WBE Compliance Guidelines and Forms are not attached, responses to the procurement documents will be considered nonresponsive."

In addition to the development of M/WBE Advisory Committee, Dallas ISD's Purchasing and M/WBE Department have worked strategically to better serve the communities as well as Dallas ISD students and projects. In result, they have improved the M/WBE Evaluation Scoring Criteria.

Through the revised M/WBE Evaluation Scoring Criteria, bidders would receive extra points when they exceed the M/WBE goals, and a greater emphasis has been placed on joint venture partnerships. The desired outcome is to have more M/WBE participation at both the prime and subcontracting levels.

If you have questions regarding the M/WBE Evaluation Scoring Criteria, please contact Dallas ISD's M/WBE Department at (972) 925-4140.

SBA

U.S. Small Business Administration SBA Emerging 200 Program

What is the goal of this initiative?

The goal of the SBA Emerging 200 program is to identify small businesses across the country that show a high potential for growth-and to provide them the network, resources and motivation required to build a sustainable business of size and scale.

What are the criteria for a business to participate in e200?

The business must:

·     Have been established for at least three (3) years.  This is not for start-up companies.

·     Urban businesses' annual revenue must be between $400,000 and $10 million per year.

·     Native American businesses' annual revenue must be between $300,000 and $10 million per year.

·     Have employees.  (i.e. at least one employee besides the CEO participant).

·     Be represented by the key decision maker of the qualified business (i.e. CEO, owner, president)

What are some of the benefits of participation?

These small businesses will move to the next level on their growth trajectory. The training will facility them emerge as growing, self-sustaining businesses creating jobs in their communities.  This also serves as a portal for them to access other SBA programs and services.

What is the timeframe for the SBA e200 program?

The educational program will begin in April 2011 and end in November 2011.  Commencements are at the end of the educational program in November 2011.

How much time will entrepreneurs need to commit to the program?

Entrepreneurs will be in class for 40 hours of instruction time, divided over 13 class sessions. They will also spend at least 12 hours in self-directed CEO Mentoring Groups. Out-of-class self-paced learning commitment time will be at least 40 hours. The average time out-of-class time commitment is three hours for each class.

This comprehensive training is available at no cost to entrepreneurs.

The training will be held at:

Bill J. Priest Institute for Economic Development

1402 Corinth Street

Dallas, Texas 75215

(214) 860-5831
