Dear Neighbor,
Unfortunately our time in Springfield this week was not
productive. The Governor and General Assembly did not make much progress toward
resolving the budget deficit. Most disconcerting to me is the fact that
the Governor and legislative leaders are not yet using agreed upon budget
deficit numbers - it's hard to believe we are close to reaching a
solution when we have not yet agreed to what our problem is. The range of
the budget deficit number is $7 billion to $9.2 billion. Elements of a
final solution that are being discussed include:
- Budget cuts of about $1
billion;
- Refinancing of state debt and
other financial maneuvers (fund sweeps, lapse spending) which provides about
$2 billion;
- Pension obligation note to
provide short-term financing for our full pension payment and provides
$2.2 billion for our current operating budget; and
- A temporary income tax increase
to then balance the budget.
We return to Springfield
next week. The Governor and legislative leaders have agreed to get to
shared budget deficit estimates, and the Governor will have a detailed budget
plan for our review in advance of our return. If we do not yet have the
votes to pass a balanced budget, we discussed passing a short-term continuing
budget to avoid draconian cuts to human services programs. It
is clearly outrageous that we have not yet provided a balanced budget, and I am
urging my leader and the Governor's Office to do so next week.

Andersonville Farmers Market The highlight of the market will be an array of local, sustainably grown produce. The market will also feature honey, cheese, wine, fiber, and more from local vendors. Also in the works are live musicians, family-focused activities, chef demonstrations, coordination with local school programs, and other various programming.
